AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $106,000 00 SUBJECT TO THE RECEIPT OF THE GRANT
FOR THE PURPOSE OF FUNDING JOB TRAINING PARTNERSHIP ACT (JTPA) TRAINING
PROGRAMS FOR THE FORT WORTH CONSORTIUM SERVICE DELIVERY AREA THROUGH A
GRANT FROM THE TARRANT COUNTY WORKFORCE DEVELOPMENT BOARD; PROVIDING
FORA SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$106,000 00 subject to the receipt of the grant for the purpose of funding Job Training Partnership Act (JTPA) training
programs for the Fort Worth Consortium Service Delivery Area through a grant from the Tarrant County Workforce
Development Board.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a
court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or
parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the
same except in those mstances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropnations, in wlnch instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

SECTION 123 FUNDS, AMENDMENT OF PROGRAM YEAR 1997 MASTER PLAN, AND
RELATED APPROPRIATIONS ORDINANCE AND CONTRACTS WITH TEXAS
WORKFORCE COMMISSION AND TARRANT COUNTY JUNIOR COLLEGE
RECOMMENDATION.
It is recommended that the City Council
1 Authorize the City Manager to accept from and execute a contract with the Texas
Workforce Commission for 5106,000 in Program Year 1997 Job Training Partnership Act
Section 123 Education Coordination funds and amend the Program Year 1996-7 Master
Plan to incorporate the funds, and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by S 106,000 subject to the receipt of the grant
3 Authorize the City Manager to execute a contract with Tarrant County Junior College in the
amount of S 106,000, for a period beginning July 1, 1997 and ending June 30, 1998, for
provisions of literacy and job skills training in accordance with the proposed contract with
Texas Workforce Commission
DISCUSSION•
The City of Fort Worth is the grant recipient and administrative entity for the Fort Worth
Consortium Service Delivery Area for training programs funded through the Job Training
Partnership Act (JTPA).
The Governor of the State of Texas has approved policy that provides for JTPA Section 123
Education Coordination funds to be formula-allocated on a labor market basis to local workforce
development boards The Tarrant County Workforce Development Board has awarded S 106,000
to the Fort Worth Consortium to provide literacy and lifelong learning activities, including basic
education and skills training, for youth and adults The funds must be used to.
1. Recover youth who are dropouts, and raise the skill levels of out-of-school youth; and
2 Raise the foundation and workplace skill levels of eligible adults with significant barriers to
employment, including welfare recipients, to meet the initial core skill requirements of
employers
The Tarrant County Junior College will provide the required services at its Adult Learning
Opportunities Center.

City Council approved the Program Year 1997 Master Plan through M&C G-11887 On June 11,
1997, the Tarrant County Workforce Development Board approved the contract with Tarrant
County Junior College to implement the Section 123 services An amendmentto the Master Plan
to incorporate the Section 123 funds will be submitted to Texas Workforce Commission, pending
City Council approval
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon adoption of the attached appropriations
ordinance and receipt of the grant, funds will be available in the current operating budget, as
appropriated, of the Grants Fund
