ORDINANCE NO,<~~~~
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $96,571
SUBJECT TO THE RECEIPT OF THE GRANT FOR THE PURPOSE OF
FUNDING THE 1997 SUMMER YOUTH EMPLOYMENT AND TRAINING
PROGRAM CONTRACTS THROUGH A GRANT FROM THE TEXAS
WORKFORCE COMMISSION, PROVIDING FOR A SEVERABILITY CLAUSE,
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996/97 and in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of $96,571 subject to receipt of the grant for the purpose of funding the 1997 Summer
Youth Employment and Training Programs through a grant from the Texas Workforce Commission.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and
remain in full force and effect. `
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances
and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so
ordained.

ADDITIONAL GRANT FUNDS AND RELATED APPROPRIATIONS ORDINANCE AND
FUNDING CONTRACT WITH TEXAS WORKFORCE COMMISSION
RECOMMENDATION
It~ is recommended that City Council
1 Accept additional funding in the amount of 596,571 from Texas Workforce Commission
for implementation of the Job Training Partnership Act 1"JTPA") Title IIB 1997 Summer
Youth Employment and Training Program, and
2 Authorize the City Manager to execute a contract with the Texas Workforce Commission
for all funding received under the JTPA Title IIB Summer Youth Employment and Training
Program, and
3 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by 596,571, subject to the receipt of the grant, and
4 Apply indirect cost to administrative staff only, in accordance with the City's
Administrative Regulation 3-15 (apply the rate of 6 58% which represents the most
recently approved rate for the Employment and Training Department, and authorize a
waiver of the indirect cost for the training staff; and
5 Authorize the City Manager to execute contracts with the following organizations to
implement the Plan for the 1997 Title IIB Summer Youth Employment and Training
Program
(i) Bee & Bell Education Center to provide tutoring. and study skills through the
Achievers Academy program at a cost not to exceed 563,000 00, beginning
May 2, 1997, and ending August 29, 1997, and
(ii) Fort Worth Independent School District to provide basic academic skills and
career investigation activities through the Discovery program at a cost not
to exceed 539,874 00, beginning May 2, 1.997, and ending August 29.,
1997, and
(iii) Fort Worth Independent School District to provide school to work activities
through the Project Bridge program at a cost not to exceed 573,144 00,
beginning April 28, 1997, and ending August 29, 1997, and

(iv) Fort Worth Independent School District to provide work experience activities
through the Summer Youth Work Experience program at a cost not to
exceed 576,635 00, beginning March 31, 1997, and ending September 30,
1997, and
(v) HiTek Learning Systems, Inc to provide school to work activities through
the Aviation One program at a cost not to exceed 578,995 00, beginning
May 2, 1997, and ending August 29, 1997, and
(vi) St Edward's University to provide academic remediation, career
development and work experience activities through the State Migrant
Program at a cost not to exceed 534,852 00, beginning May 2, 1997, and
ending August 29, 1997, and
(vii) Tarrant County Junior College to provide college and career preparation and
work experience through the College and Career Prep program at a cost not
to exceed 555,742 00, beginning May 2, 1997, and ending August 29,
1997, and
(viii) Texas Christian University to provide Upward Bound activities including
academic remediation, career counseling and work experience through the
Career Counseling/World of Work Program at a cost not to exceed
561,968 00, beginning May 2, 1997, and ending August 29, 1997
DISCUSSION
The City of Fort Worth is the administrative entity for the Fort Worth Consortium Service
Delivery Area for training programs funded through the Job Training Partnership Act The
Service Delivery Area includes the cities of Fort Worth, Euless, Haltom City, and White
Settlement
On February 18, 1997, through M&C G-1 1761, Fort Worth City Council approved acceptance
from the Texas Workforce Commission of the JTPA Title IIB Summer Youth Employment and
Training Program grant for the Calendar Year 1997 in the estimated amount of 51,985,522 00
to serve economically disadvantaged youth ages 14 to 21 The City Council also authorized

the City Manager to execute a contract with the Texas Workforce Commission governing
expenditures of those grant funds The Texas Workforce Commission has since allocated
additional funds to the Fort Worth Consortium in the amount of 596,571 OOfor a revised total
grant amount of 52,082,093
The proposed contracts to implement the 1997 Summer Youth Employment and Training
Program were approved by the Tarrant County Workforce Development Board March 12,
1997
In accordance with JTPA regulations, the expenditure of funds must comply with the following
guidelines
1 Funds must be expended to serve the needs of disadvantaged youth between the ages
of 14 to 21 years, and
2 Not more than 15 % can be spent on program administration, and
3 At least 85% of funds must be spent on training and services
