HomeMy WebLinkAboutOrdinance 13096.* ~y ~;; Ordinance No. /J AN ORDINANCE INCREASING THE ESTIMATED RECEII'TS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $750,100.00 FROM INCREASED REVENUE FOR THE PURPOSE OF FUNDING THE SENIOR COMMUNITY SERVICE EMPLOYMENT PROJECT THROUGH A GRANT FROM THE NATIONAL COUNCIL ON THE AGING; PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund m the amount of $750,100 00 from increased revenue for the purpose of fundmg the Senior Community Service Employment Project through a grant from the National Council on the Aging. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the same except m those instances where the provisions of this ordinance are in direct conflict with such other ordmances and appropriations, in which mstance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of rts passage, and it is so ordained. Inc (NCOA), accept the grant, if awarded, and enter into a grant agreement with NCOA governing the City's responsibilities in administering the grant money, in order to implement the Senior Community Service Employment Project (NCOA/SCSEPI for the program year beginning July 1, 1997 and ending June 30, 1998, and 2 Authorize anon-interest bearing interfund loan from the General Fund to the Grant Fund in the amount of 5187,500for interim financing of 25% of this project pending contract execution, and 3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grant Fund by 5750,100 subject to receipt of the grant, and 4 Waive the 57,415 indirect cost in accordance with the City's Administrative Regulation 3-15 due to NCOA's ceiling of 525,600 for Administration of this project, and 5 Apply the waived indirect cost as the City's In-Kind Contribution toward the 583,4001n- Kind Match required by the NCOA grant.
