AN ORDINANCE APPROPRIATING $156,030 00 TO THE GENERAL FUND, AND DECREASING THE
UNRESERVED, UNDESIGNATED GENERAL FUND BALANCE BY THE SAME AMOUNT FOR THE
PURPOSE OF PROVIDING FUNDING FOR AN EIGHTH MUNICIPAL COURT JUDGE PLUS SUPPORT
STAFF AND ADDITIONAL VEHICLES, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget of the City
Manager, there shall also be increased appropriations in the General Fund, in the amount of $156,030 00; thereby decreasing the
unrestricted, undesignated Fund Balance by the same amount, for the purpose providing funding for an eighth Municipal Court
judge plus support staff and additional vehicles.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of
competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of
sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the same
except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations,
in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

It is recommended that the City Council adopt the attached supplemental appropriation ordinance
increasing. appropriations in the General Fund by 5156,030 and decreasing the unreserved, unde-
signated, General -Fund balance by the same amount for the purpose of funding an eighth
IVlunicipa,l Court .judge plus support staff and additional vehicles
DISCUSSION.
On January 28, 1997., at a regular City Council Municipal Court Advisory Committee meeting,
a request for an additional judge was made.. The request was made to help the Judicial Section
meet increased work load demands based on clerical activities resulting in an extraordinary
number of cases .being scheduled for court and a large number of warrants requiring judicial
review
'The additional judge wi11 assist with review of the large number of warrants Projections call for
approximately 1,400 warrants to be signed weekly during Third (3rd1 Quarter operations and
drop 'to 700 to 8'OD warrants weekly in the Fourth (4th) Quarter if judicial duties are expanded
to :include •additiona evening dockets Additional evening dockets, proposed effective July 1;
1'9:97., would be added at .5,6,7 and 8 p m ,utilizing the day time courtrooms
;Based on warrant cdllection activity, it is anticipated theissuance of additional warrants signed
by the judge have the potential to generate 5305,088 in additional revenues during current year
operations and approximately 5424,363 during FY1997-98
Funding forthe eighth judge package includes asix-month salary requirement for afull-time judge
and a prosecutor .Also included are salaries for apart-time Deputy City Marshal to serve as
~bailiffi and a part-time Senior Customer Service Representative for the additional evening dockets
in the fourthquarter Total salary requirement is 549,098 with department support in the
amount of 514;0"84` for insurance, retirement, training, uniform allowance and communication
equipment requirements for a total cost of 563,182
A additional .portion of the ~s.upplement appropriation request is a located to fund three fully
equipped ;patrol vehicles at an estimated cost of 592,848 The additona'I vehicles will enable
maximum utiiizatiori of City marshals for warrant service activities resulting in more productive
officer time Officers will be able to employ various strategies in executing city warrants in light
of increased warrant issuance

FISCAL INFORMATION/CERTIFICATION.
The Director of Fiscal Services certifies that upon adoption of the supplemental appropriations
ordinance, funds for this expenditure will be available in the cur-rent operating budget, as
appropriated, of the General Fund After this transaction the unreserved, undesignated fund
balance of the General Fund will be 527,138,856
