AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $52,000 00 FOR THE PURPOSE OF FUNDING A
SEPARATE YARD WASTE COLLECTION AND CENTRALIZED COMPOSTING PROGRAM
FEASIBILITY STUDY THROUGH A GRANT FROM THE NORTH CENTRAL TEXAS COUNCII.
OF GOVERNMENTS, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR
ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1995-96 and in the Budget
of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount
of $52,000 00 for the purpose of funding a Separate yard Waste Collection and Centralized Composting Feasibility Study
through a grant from the North Central Texas Council of Goverrunents.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and
effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12074 and all other ordinances and appropriations amending
the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby
expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

SUBJ}3CT APPROVAL OF APPLICATION TO THE NORTH CENTRAL TEXAS COUNCIL OF
GOVERNMENTS APPLYING FOR A SEPARATE YARD WASTE COLLECTION AND
CENTRALIZED COMPOSTING FEASIBILITY STUDY
RECOMMENDATION.
It is recommended that the City Council authorize the City Manager to
1 Apply for and accept, if awarded, a grant of up to 552,000 00 from the North Central
Texas Council of Governments «;NCTCOG) to hire a consultant to conduct a feasibility study
addressing the issue of implementing a Separate Yard Waste Collection and Centralized
Composting program within the City of Fort Worth, and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by 552,000 00 from available funds
DISCUSSION.
The need for a Separate Yard Waste Collection and Centralized Composting feasibility study was
identified as a priority in the Fort Worth Solid Waste Management Plan developed by a Citizens
Advisory Committee This plan was approved by the City Council in April of 1996 On May 9,
1996, the Resource Conservation Council of North Central Texas' Council of Governments
unanimously determined that the Fort Worth plan is consistent with the goals and objectives of
the Regional Solid Waste Management Plan
Under contract with the Texas Natural Resource Conservation Commission, the North Central
Texas Council of Governments fNCTCOG) is soliciting proposals for the administration of solid
waste projects A total of 552,000 00 in grant funds is being requested by the City of Fort Worth
from NCTCOG for the purpose of hiring the consultant and completing the feasibility study
A consultant would be hired to conduct the feasibility study This consultant will be identified
and contracted within two months of award notification The City will follow its normal
procedures in acquiring "professional services" The study, including the final report, will be
completed in approximately six months
