HomeMy WebLinkAboutOrdinance 12403--~ ~' 1 Ordinance No. ~~~f ~~-~ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $146,783.00 FOR THE PURPOSE OF FUNDING THE NEIGHBORHOOD RESOURCES DEVELOPMENT PROGRAM THROUGH A GRANT FROM THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for the Fiscal Year 1995-96 and in the Budgex of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $146,783.00 for the purpose of funding the Neighborhood Resources Development Program through a grant from the Texas Department of Housing and. Community Affairs SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 12074 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and of-fect and after the date of its passage, and it is so ordained. LOG NAME 80EXTENS I 1 of 2 sIISJECT APPROPRIATION ORDINANCE AND EXTENSION OF CONTRACT WITH THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS COMMUNITY SERVICES BLOCK GRANT THROUGH DECEMBER 31, 1996 RECOMMENDATION It is recommended that the City Council authorize the City Manager to 1 Amend the contract with the Texas Department of Housing and Community Affairs for the Community Services Block Grant to extend through December 31, 1996, and 2 Accept funds in the amount of 5146,783 00 from the Texas Department of Housing and Community Affairs which are funds remaining in the state's 1995 allocation, and 3 Waive the collection of ~nd'irect costs, estimated for this program to be 528,593 00, based on the current indirect cost rate of 19 48% for this department, and 4 Adopt the attached appropriations ordinance increasing estimated receipts and appropriations in the Grants Fund by 5146,783 00 from increased revenue DISCUSSION On November 17, 1992, (M&C G-9932) the City Council approved a contract with the Texas Department of Housing and Community Affairs' (TDHCAI Community Services Block Grant (CSBG) Program for 5663, 485 00 to continue funding the Neighborhood Resources Development Program for the period from October 1, 1992 to September 30, 1993 On April 7, 1993, the TDHCA increased the Community Service Block Grant by 5123,541 00, for a total amount of 5787,026 00 On November 30, 1993, (M&C C-14096), the City Counci! approved an amendment to the CSBG contract extending the agreement an additiona! twelve (12) months, to September 30, 1994 On December 17, 1993, the TDHCA notified the City that it was extending the CSBG agreement annual contract period for an additional three months, to December 31st of each year On January 18, 1994, (M&C C-14145), the City Council approved another amendment to the CSBG contract extending the contract with the TDHCA through December 31, 1994 This amendment increased the contract amount by 5664,240 00 for a total contracted amount of 51,451,266 00 The new CSBG 1992-1994 contract period covered the period of October 1, 1992, to December 31 , 1994 On December 14, 1994, the TDHCA notified the City that it was again extending the CSBG agreement for an additional twelve (121 months, to December 31, 1995 This amendment also increased the contract amount by 5667,156 00 for a total contract amount of 52,1 18,422 00 The current CSBG contract period is October 1, 1992, to December 31, 19~-~" ~ ~ Printed on Recyded Paper City of Fort Worth, Texas Mayor and Council Communication DATE 02/13/96 REFERENCE NUMBER LOG NAME 80EXTENS PAGE 2 of 2 SUBJECT APPROPRIATION ORDINANCE AND EXTENSION OF CONTRACT WITH THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS COMMUNITY SERVICES BLOCK GRANT THROUGH DECEMBER 31, 1996 The City has been notified by the TDHCA that it has issued its approval for the City to receive an additional 5146,783 00 for the 1995 allocation These funds are from the balance of the State's 1995 allocation, and are distributed to different agencies near the end of the yearly contract period The majority of the 5146,783 00 requested will be used for salaries and fringe benefits of employees providing Direct Services to the citizens of Fort Worth Failure to waive indirect costs would result in a reduction of service levels to the public TDHCA informed the City that funds for 1996 have not been allocated and are pending the Federal Government's approval of the program budget This extension for the CSBG Neighborhood Resources Development Program proposes to continue programs and services aimed at assisting low-income people through case management, emergency assistance, outreach and certification for the prevention of homelessness and energy assistance, information and referral, as well as services to provide clients with transportation to access services for medical, educational, employment and other needs Nine (9) Neighborhood Resources Development sites will be utilized to deliver program services This program serves all Council Districts FISCAL INFORMATION CERTIFICATION The Director of Fiscal Services certifies that upon approval of the above recommendations and adoption of the attached appropriations ordinance, funds will be available, as appropriated, in the Grants Fund LW a Submitted for City Manager's FUND ACCOUNT CENTER AMOUNT CITY SECRETARY Office by: (to) AP aROV ~ Libby Watson 6183 I E J Originating Department Head: ~~ ~'~fl6.J~~j~~, Richard Zavala 5700 (from) ~~'~ ~ ~ ~~~`+~ For Additional Information C„y ~~~~` ; ir ~ 3 Contact:. ~ r, e ~ky 9 f Foart t~vx~, Y~s~as Richard Zavala 5700 Printed on Recyded Paper AdOp.~2~ QYQIti~liC~ ~t~~r_~~1~,,, _~
