AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
SPECIAL TRUST FUND FEDERAL AWARDED ASSETS IN THE AMOUNT OF $179,490 00
FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING LOCAL LAW ENFORCEMENT
BLOCK GRANT PROGRAMS THROUGH A GRANT FROM THE DEPARTMENT OF JUSTICE,
PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget
of the City Manager, there shall also be increased estimated receipts and appropriations in the Special Trust Fund Federal
Awarded Assets in the amount of $179,490 00 from available funds for the purpose of providing funding for Local Law
Enforcement Block Grant Programs through a grant from the Department of Justice.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and
effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 12629 and all other ordinances and appropriations amending
the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby
expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

RECOMMENDATION
It is recommended that the City Council authorize the City Manager
1 To accept a grant award from the Department of Justice in the amount of 51,615,406 00
for the Local Law Enforcement Block Grants Program, and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Special Trust Fund Federal Awarded Assets by 5179,490 from
available funds, and
3 Authorize the transfer of $179,490 00 from the Special Trust Fund Federal Awarded
Assets to the Grants Fund as cash match for the Local Law Enforcement Block Grant, and
4 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by 51,794,896 00, and
5 Approve contracts with Tarrant County and the Boys and Girls Clubs of Greater Fort Worth
as sub-grantees, and
6 Authorize the City Manager to waive indirect costs in the amount of 521,248 00
DISCUSSION
The Law Enforcement Block Grant Program for Fort Worth includes 51,615,406 in federal funds
and 5179,490 in cash match, for a total of 51,794,896 The funds will be provided in advance,
beginning 10/01 /96 and the City has up to 2 years to expend these funds Funds must be
placed in an interest bearing account, and all accrued interest will be considered program income
and must be used on Local Law Enforcement Block Grant projects Matching funds will be
provided from awarded assets
Grant proposals were solicited from within the Police Department as well as other City
departments Tarrant County proposed funding two programs under the grant, the C~rug
Treatment Court program and the Juvenile Fingerprinting program The Drug Treatment Court
program was formerly funded through the Comprehensive Communities Program (CCP) grant but
has been moved to the block grant due to limited funds in the second phase of the CCP grant
The City will receive all of the Local Law Enforcement Block Grant funds and ii~an contract with
the County for its two programs This arrangement, which is arnenable to the County, avoids
considerable complication and delay than the alternative, which is for the City and County to
submit a joint application The following proposals were submitlted for funding

Computer Equipment for Sexual Assault Unit S .'i3,842
This equipment is needed to enhance the detective's ability to locate trends, identify and arrest
sexual assault actors, and successfully prosecute those offenders Additionally, with the added
responsibility of registering and monitoring sex offenders, this equipment would give the
detective better access to this information
Forensic DNA Lab Program $1 'I 3,829
The Crime Lab proposes to enhance the DNA testing program of the Crimme Lab by incorporating
PCR DNA analysis and installing equipment to link with the national Combined DNA Index System
(CODIS) This will also enable the Crime Lab to perform DNA tests on all sexual assault cases
with biological evidence and submit findings to the state and national databases This would also
include the hiring of a Criminalist I
Enhance the IBM RS/6000 Computer System S 46,453
The initial system was purchased under the Auto Theft grant awarded from the Auto Theft
Prevention Authority Currently, we are able to perform word processing, crime analysis and
intelligence gathering functions These monies are necessary to upgrade software that will not
be supported after September 1, 1996 Also, we would purchase additional modems so remote
police facilities would have access to this system
Auto Etching S 106,998
To hire two equipment operators and purchase materials and equiprent for the etching of
vehicles Currently, there is no one person assigned to this activity and what little awarded
assets monies being used to continue the program are not enough to purchase much needed
equipment and keep the program operational
Crime Prevention $42,151
To purchase crime prevention videos, educational aids, supplies such as computer upgrades and
for printing and developing brochures in the use of crime prevention programs

Currently, this program involves community residents meeting one-on-one with school district
students between the ages of 11 and 18 It is the purpose of this program to expand to other
schools in the FWISD

Community Resources (CORE) Information & Referral Database 586,777
The creation and establishment of a computerized information and referral database which can
be freely and conveniently used by at-risk youth, citizens, law enforcement officers, and
government and social service agency personnel, especially in locatiions where crime prevention
and intervention programs such as Comin' Up operate An administrative assistant, terminal
operator and telecommunications technician will be hired to create and establish this program

Safety, Economy and Beautification Through Environmental Design
Reducing crime and increasing safety was the first priority for the residents of the
Jennings/May/St Louis (JMSL) neighborhood Through the use of the nationally recognized
defensible space concept, it is recommended that these monies be used to create four 141 street
closures, alley closures and increase street lighting in this area

individuals who fare offenders with substance abuse problems 'Those who already possess
marketable skills will be referred to a Job Developer for placement Others who do not have
readily marketable skills will be enrolled in vocational skills training to be followed by job
placement

To continue this program that was started as a result of our CCP grant This is a drug court for
the purpose of treatment, rather than a drug impact court
Juvenile Fingerprinting Program 591,890
New legislation now requires the fingerprinting of juvenile offenders which has created a shortage
of personnel This would allow for the hiring of five deputies to fingerprint all juveniles coming
into the system.
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon the approval of the above recommendations,
the funds required for this project will be available, in the current operating budgets of Special
Trust and Grants Funds
