HomeMy WebLinkAboutOrdinance 12809Ordinance No. AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $63,354 00 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING THE PURCHASE OF COMPUTER EQUIPMENT AND ACCESSORIES THROUGH A GRANT FROM THE TEXAS DEPARTMENT OF HEALTH, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1. That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $63,354 00 from available funds for the purpose of funding the purchase computer equipment and accessories through a grant from the Texas Department of Health. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so oxdained. APPROVED AS TO FORM AND LEGALITY Effective ~~ / / r Adopted City of Fort Worth, Texas Mayor and Council Communication DATE REFERENCE NUbIBER LOG NAME PAGE 12/17/96 **C-15819 50TBNET ~ 1 of 2 I SUBJECT I AUTHORIZATION OF TEXAS DEPARTMENT OF HEALTH (TDH) TUBERCULOSIS I CONTROL GRANT CONTRACT ADDENDUM INCREASING FUNDING ALLOCATIONS RECOMMENDATION It is recommended that the City Council Authorize the City Manager to accept and execute a Texas Department of Health (TDH) Tuberculosis Control grant contract addendum, upon receipt, increasing funding support by 563,354 for the exclusive purpose of purchasing computer equipment and accessories, and 2 Adopt the attached supplemental appropriations ordinance increasing estimated receipts and appropriations by 563,354 in the Grants Fund from available funds DISCUSSION The Texas Department of Health provides ongoing financial and direct support to the Fort Worth Public Health Department for a variety of public health services through yearly Local Health Services contract agreements The department's Tuberculosis Outreach grant contract, which expires December 31, 1996, currently provides 5428,633 in financial support for TB disease intervention activities TDH has authorized a contract addendum, increasing financial support by 563,354 for the exclusive purpose of funding the purchase of computer equipment and accessories TDH has authorized these additional funds during the current grant contract period under the provision that the funds required for the purchase of equipment and accessories must be expended or encumbered before expiration of the contract on December 31, 1996 The contract addendum has not yet arrived for execution, however, due to the time constraints placed upon the receipt and utilization of funds, TDH has sent a letter documenting their intent to issue the contract addendum and an approved revised contract budget authorization form Authorization to accept these additional funds will allow the TB program's transition from a manual client data system to a computerized system The Centers for Disease Control and Prevention (CDC) has developed a TB-specific database program that will enhance and standardize data collection and reporting activities This database software is being provided to state and local health .departments free of charge TDH has approved this contract addendum to allow the City's TB Control program, that has been long considered a model program throughout the state, to purchase necessary computer equipment and accessories to upgrade its computer capabilities and pilot the CDC database TDH has authorized these additional funds exclusively for the purchase of necessary computer equipment and accessories Therefore, indirect costs are not applicable .
