AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS `FUND IN THE AMOUNT OF $572,000 00 FROM AVAILABLE FUNDS FOR
THE PURPOSE OF FUNDING THE EXPANSION OF THE SOUTHWEST COMMUNITY
CENTER; PROVIDING~FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1.
That in addition to those amounts allocated to the various City departments for
the Fiscal Year 1995-96 and in the Budget of the City Manager, there shall also be
increased estimated receipts and appropriations in the Grants Fund in the amount
of $572,000 00 from the Park and Recreation Improvement Fund and an anticipated
grant from the Texas Parks and Wildlife Department for the purpose of funding the
expansion of the Southwest Community Center
SECTION 2
Should any portion, section or part of a section of this ordinance be declared
invalid, inoperative or void for any reason by a court of competent jurisdiction,
such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect
SECTION 3
That this ordinance shall be cumulative of Ordinance No 12074 and all other
ordinances and appropriations amending the same except in those instances where
the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect and be in full force and effect and after the
date of its passage, and it is so ordained

SOUTHWEST COMMUNITY CENTER AND ADOPT{ON OF APPROPRIATION
ORDINANCE AND RESOLUTION
RECOMMENDATION
It is recommended that the City Council
Authorize the City Manager to submit an application for and accept, if awarded, a
grant from the Texas Parks and Wildlife Department for the expansion of Southwest
Community Center, in the amount of 5115,000 00, and
2 Adopt a resolution authorizing the City Manager to sign the grant application and act
as the City's representative in all matters related to the grant, and
3 Adopt the attached appropriation ordinance increasing estimated receipts and
appropriation in the Grants Fund by 5572,000 00 from available funds, and
4 Authorize the transfer of 5457,000 00 from the Park a.nd Recreation Improvement
Fund to Grants Fund for the City's match
DISCUSSION
In the 1986 Capital Improvement Program Proposition No 2, Park and Recreation Improvements
funds were established to add a full size gymnasium and convert the existing undersized gym
into exercise or activity space at the Southwest Community Center
On March 16, 1989, (M&C C-11503) the City Council awarded a professional services contract
to design and prepare plans, specifications and contract documents for the center expansion
The professional services contract was for the design of a facility with a 5400,000 construction
budget with an additional 555,000 being set aside for testing, permitting, inspection and
contingency costs The services of the architect were suspended when they were unable to
produce a project within the 5400,000 construction budget
In late 1995, the Parks and Community Services Department (PACSD) working with the City's
Small Project's architect developed three (3) scenarios which would meet the original intent of
the Capital Improvement Program (C I P 1 and identified the projects' budgetary shortfalls
Through input from the City Council's Facilities and Infrastructure Committee and a public
meeting held in the community, direction and concurrence was issued to prepare architectural
drawings following the Scenario No 3 plan This plan would !:rovide a full size (high school sizey
gymnasium using a more appropriate building envelope and mechanical system Under this plan,
a portion of the existing building would be demolished to meet building set-back requirements
While this scenario will reduce the project budget, it is anticipated that additional funding will
need to be secured to complete this expansion

ORDINANCE AND RESOLUTION
The Texas Parks and Wildlife Department administers the Recreation and Parks Account Program
which provides matching funds for recreational facilities Prior to 1993, these funds were limited
to outdoor facilities In the 73rd State Legislative Session, provisions were made to fund indoor
facilities In March 1996, a call for indoor recreational projects was issued with an application
deadline of May 15, 1996 Award of grants will be issued in August 1996
The PACSD will apply for funds through the Recreation and Parks Account Program to address
the present financial shortfall for the Southwest Community Center This grants-in-aid program
may fund up to fifty percent (50°10) of the project cost with a ceiling of $500,000 per political
subdivision Using the available C I P fund balance of 5457,000, it is recommended to request
a grant amount of $115,000 This amount would be for the direct construction phase while
indirect project costs would be charged to the existing C I P account. The recommended project
budget would be as follows

While the Capital needs for this project will be addressed by the proposed grant and existing
C I P, appropriations, an impact to the General Fund Budget would be anticipated once the
project is completed Present estimates indicate a 518,235 annual operating and"maintenance
cost while producing 51,050 in revenues
At its regularly scheduled meeting on April 16, 1996, the Parks and Community Services
Advisory Board voted to concur with staffs recommendation to the City Council to.
