AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE SPECIAL TRUST FUND IN THE AMOUNT OF $90,000 00 FOR THE PURPOSE OF
FUNDING THE PURCHASE OF EQUIPMENT NECESSARY TO PROVIDE A FOURTH
EDITING SUITE FOR COMMUNITY CABLE TELEVISION; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRI-OR'
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for
the Fiscal Year 1995-96 and in the Budget of the City Manager, there shall also be
increased estimated receipts and appropriations in the Special Trust Fund in the
amount of $90,000 00 for the purpose of funding the purchase of equipment
necessary to provide a fourth editing suite for Community Cable Television
SECTION 2
Should any portion, section or part of a section of this ordinance be declared
invalid, inoperative or void for any reason by a court of competent jurisdiction,
such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect
SECTION 3
That this ordinance shall be cumulative of Ordinance No 12074 and all other
ordinances and appropriations amending the same except in those instances where
the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect and be in full force and effect and after the
date of its passage, and it is so ordained

RECOMMENDATION
It is recommended that the City Council approve the attached appropriations ordinance increasing
appropriations by 590,000 in the Special Trust Fund for the purpose of funding the purchase of
equipment necessary to provide a fourth editing suite for Community Cable Office
DISCUSSION
Under the City's franchise agreement with Marcus Cable, the successor to Sammons Cable of
Fort Worth, the City is required to produce 120 hours of original, non-repeat programming per
quarter to continue to receive a 51 per subscriber monthly municipal programming fee Since
the agreement, the City Community Cable Television has met or exceeded the minimum
requirements and continues to produce its regularly scheduled programming However, due to
growing local interest in having community programs on the community channels, the number
of special programs produced by the Community Cable Office has been increasing steadily Each
program requires post-production editing in one of the three existing editing suites which, due
to the increased programming, has resulted in a serious backlog during the editing phase of
production, which limits or delays the airing of programs For comparative purposes, editing
hours increased 67% between the last quarter of 1994 and the {ast quarter of 1995
The City Community Programming Advisory Committee has polled its members and supports the
Cable Office expansion of its editing capabilities to meet the growing volume of programming
Currently, the Community Cable Office has two S-VHS editing systems and one Beta editing
system A second Beta editing system is recommended for purchase
For Fiscal Year 1995-96, the Cable Communication Office budget includes 5152,000 in capita{
expenditures for the replacement of the small video van used on many remote production
projects, replacement of aged and malfunctioning video equipment in the City Hall production
studio as well as the Cable Studio, and a remote camera control system for Pre-Council and
Council Chambers to improve the quality of meeting cablecasts Each of the planned capital
expenditures is required and the additional editing equipment is not included in this allocation
An unappropriated revenue balance exists in the Cable Communication Office Special Trust Fund
totalling $285,738 The Special Trust Fund reserve is maintained to provide an emergency
reserve that is equal to 10 percent of the annual Cable Communication Office budget, as
specified in the annual Community Programming Plan, and to meet unexpected expenditures
Because of the significant increase in community programming that is being produced, the
Community Programming Advisory Committee and staff recommend the use of 590,000 in
reserve funds to purchase the new editing system

After purchase of the new system, the Cable Communication Special Trust Fund will have
reserves of 5195,735, a level which exceeds the minimum of 10 percent of budget
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon approval of the attached appropriations
ordinance, the funds required for this expenditure will be available in the current operating budget
of the Special Trust Fund
