AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE ENVIRONMENTAL MANAGEMENT FUNDS 1N
THE AMOUNT OF $132,958 FROM INCREASED REVENUES FOR THE
PURPOSE OF FUNDING AN Il`.1TER-LOCAL AGREEMENT WITH VARIOUS
CITIES FOR PARTICIPATION IN A REGIONAL HOUSEHOLD HAZARDOUS
WASTE COLLECTION EVENT, PROVIDING FOR A SEVERABILITY CLAUSE,
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1995/96 and in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Environmental Management Funds in the amount of $132,958 from increased xevenues for the purpose of funding
an Inter-local Agreement with Various Cities for Participation in a Regional Household Hazardous Waste
Collection Event.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and
remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 12074 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances
and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so
ordained.

REGIONAL HOUSEHOLD HAZARDOUS WASTE COLLECTION EVENT
RECOMMENDATION
It is recommended that the City Council
1 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Environmental Management Funds by 5132,958 00 from increased
revenues, and
2 Authorize the City Manager to enter into the attached inter-local agreement and its
accompanying resolution with the cities of Bedford, Burleson, Colleyville, Grapevine,
Haltom City, Richland Hills, River Oaks, Hurst, North Richland Hills, Saginaw, Benbrook,
and Watauga providing for their participation in and payment of proportionate non-grant
funded costs for the October, 1996 household hazardous waste collection event
DISCUSSION
Tarrant County has been selected fora 5155,722 00 grant from the North Central Texas Council
of Governments (NCTCOG) to assist in conducting an area household hazardous waste collection
event in 1996 The City of Fort Worth Department of Environmental Management will contract
through an inter-local agreement with Tarrant County to manage this event This event is
scheduled for October 26, 1996
As in previous years, other area governments will have the opportunity to join in this collection
event with each paying for its share of the estimated non-grant funded costs In order to
participate in the event, each entity is required to enter into an inter-local agreement with the
City of Fort Worth This agreement outlines the responsibilities of each party, establishes each
party's maximum cost for participation in the event, and requires each party to indemnify and
hold harmless all other participating entities The resolution accompanying the inter-local
agreement is required to legalize the mutual indemnification provisions of the agreement
The City of Fort Worth is responsible for overall coordination of the event, including contracting
with a hazardous waste disposal company to set up collection facilities at four sites In addition
to committing funds, the inter-local agreement requires each of the other cities to designate a
representative to serve on the event planning committee and solicit volunteers to work at the
event In addition, the City of North Richland Hills has also agreed to provide traffic control and
solid waste disposal services at the satellite collection site on the Tarrant Coup ~t•,~ Junior College

As part of awarding the contract to the hazardous waste disposal firm, the City of Fort Worth
is required to commit S 120,471 00 towards its share of the event's cost Each city's
contribution is based upon an estimated number of households that will participate in the event
and a projected cost per household Any local funds remaining at the conclusion of the event
will be re-allocated
FISCAL CERTIFICATION/INFORMATION
The Department of Environmental Management will be responsible for the collection and
recording of revenue from participating entities
