AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE ENVIRONMENTAL MANAGEMENT FUNDS IN
THE AMOUNT OF $160,734 ($155,722 NCTCOG GRANT TO TARRANT
COUNTY PLUS $5,012 TARRANT COUNTY PARTICIPATION) FROM
INCREASED REVENUES FOR THE PURPOSE OF FUNDING AN INTER-
LOCAL AGREEMENT WITH TARRANT COUNTY FOR PARTICIPATION IIV A
REGIONAL HOUSEHOLD HAZARDOUS WASTE COLLECTION EVENT,
PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR
ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1995/96 and in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Environmental Management Funds in the amount of $160,734 ($155,722 NCTCOG grant to Tarrant County plus
$5,012 Tarrant County participation) from increased revenues for the purpose of funding an Taster-local
Agreement with Tarrant County for Participation in a Regional Household Hazardous Waste Collection Event.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and
remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 12074 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances
and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so
ordained.

RECOMMENDAT{ON.
It is recommended that the City Council
1 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Environmental Management Funds by 5160,734 00 (5155,722
NCTCOG grant to Tarrant County plus 55,012 Tarrant County participation) from increased
revenues, and
2 Authorize the City Manager to enter into the attached inter-local agreement and its
accompanying resolution with Tarrant County providing for the County's payment of
proportionate non-grant funded costs for participation by the unincorporated areas of
Tarrant County in the October, 1996, household hazardous waste collection event, and
3 Authorize the City Manager to enter into an inter-local agreement and accompanying
resolution with Tarrant County for the City of Fort Worth to sub-contract a regional
household hazardous waste collection event authorized by a North Central Texas Council
of Governments grant to be received by Tarrant County in the amount of 5155,722 00
DISCUSSION
Tarrant County has been selected fora 5155,722 00 grant from the North Central Texas Council
of Governments (NCTCOG) to assist in conducting an area household hazardous waste collection
event in 1996 The City of Fort Worth, Department of Environmental Management will contract
through an inter-local agreement with Tarrant County to manage this event This event is
scheduled for October 26, 1996
As in previous years, other area governments will have the opportunity to join in this collection
event with each paying for its share of the estimated non-grant funded costs In order to
participate in the event, each entity is required to enter into an inter-local agreement with the
City of Fort Worth This agreement outlines the responsibilities of each party, establishes each
party's maximum cost for participation in the event, and requires each party to indemnify and
hold harmless all other participating entities The resolution accompanying the inter-local
agreement.is.,required to legalize the mutual indemnification provisions of the agreement
This agreement allows residents of the unincorporated areas of Tarrant County to participate in
the October 26, 1996 household hazardous waste collection event Based upon estimated
participation rates, Tarrant County will commit up to 55,012 toward the total non-grant funded
cost of the event in addition to reimbursing the City of Fort Worth up to 5155,722 00 from grant
