AN ORDINANCE AMENDING SECTIONS 2, 5 and 6 of ORDINANCE NO 7323, AS
AMENDED BY ORDINANCE NO 11242, BY REVISING THE BOUNDARIES OF
SINGLE MEMBER DISTRICT NUMBERS 2,5 and 6, MAKING THIS ORDINANCE
CUMULATIVE OF ALL ORDINANCES, REPEALING ALL ORDINANCES AND
PROVISIONS IN CONFLICT HEREWITH, PROVIDING A SEVERABILITY CLAUSE,
AND PROVIDING AN EFFECTIVE DATE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That Section 2 of Ordinance No 7323, as amended by Ordinance No 11242, be and the
same is hereby amended, and after being so amended, shall hereafter read and be as follows
"SECTION 2
"For the purpose of determining the qualifications as to candidacy, election or appointment
of a member to Place No 2 of the City Council of the City of Fort Worth, District No 2 shall be, and
the same is hereby established and shall comprise all of that portion of the City located within the
__following described boundary
DISTRICT NO 2
BEGINNING at the Intersection of Interstate Highway 35W (North Freeway) and Northeast 28th
Street;
THENCE East on Northeast 28th Street to North Riverside Drive,

SECTION 4
This ordinance shall be and is hereby declared to be cumulative of all other
ordinances of the City of Fort Worth defining the boundaries of the SINGLE MEMBER
districts therein, and this ordinance shall not operate to repeal or affect any of such other
ordinances except insofar as the provisions thereof might be inconsistent or in conflict with
the provisions of this ordinance, in which event such conflicting provisions, if any, in any such
other ordinance or ordinances are hereby repealed
SECTION 5
It is hereby declared to be the intention of the City Council that the sections,
paragraphs, sentences, clauses and phrases of this ordinance are severable, and, if any
phrase, clause, sentence, paragraph or section of this ordinance shall be declared void,
ineffective or unconstitutional by a valid judgment or final decree of a court of competent
jurisdiction, such voidness, ineffectiveness or unconstitutionality shall not affect any of the
remaining phrases, clauses, sentences, paragraphs and sections of this ordinance, since the

same would have been enacted by the City Council without the incorporation herein of any
such void, ineffective or unconstitutional phrase, clause, sentence, paragraph or section

RECOMMENDATION
It is recommended that
1 The City Council approve the recommended revisions to the singlemember district
boundaries for City Council District Nos 2, 5 and 6, and
2 The City Council adopt the attached ordinance amending Sections 2, 5 and 6 of Ordinance
No 7323, as amended by Ordinance No 11242, in order to make the singlemember
district boundaries for City Council District Nos 2, 5 and 6 coincide with the current
corporate boundaries of the City
DISCUSSION
Special elections are scheduled for May 4, 1996, for the purpose of electing a Mayor and a City
Councilmember for District 9 Prior to conducting these elections, the City must revise its
singlemember District Plan to accommodate changes in its corporate boundaries resulting from
annexations and disannexations which have occurred since the City's last election These
changes in the singlemember District Plan then must be submitted to the Voting Rights Division
of the Department of Justice for approval prior to the elections The submission must include,
among other things, information on the nature, scope and potential impact of the boundary
changes on the electoral process, the resulting changes in the population and the accessibility
of the voting process to all citizens, particularly minority citizens
The last revision to the City's singlemember District Plan was approved by the City Council on
January 26, 1993 (Ordinance No 11242) Since that time, there have been four annexations and
two disannexations which will require revisions to the City's singlemember district boundaries
These proposed revisions are briefly described below, along with their anticipated impact on the
electoral process
