AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE SPECIAL ASSESSMENTS FUND IN THE
AMOUNT OF $593,750 AND IN THE STREETS IMPROVEMENTS FUND
IN THE AMOUNT OF $593,750 FROM AVAILABLE FUNDS FOR THE
PURPOSE OF FUNDING THE CITY'S SHARE OF THE CONSTRUCTION
OF THE NORTH TARRANT PARKWAY, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH TEXAS
SECTION 1.
That in addition to those amounts allocated to the various City deparhnents for the Fiscal Year 1995-96 and in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Special
Assessments Fund in the amount of $593,750 and in the Streets Improvements Fund in the amount of $593,750 from
increased revenue for the purpose of funding the City's share of the Construction of North Tarrant Parkway
SECTION 2.
Should any portion, section or part of this ordinance be declared invalid, inoperative or void for any reason by a court
of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 12074 and all other ordinances and appropriations amending
the same except in those instances where the provisions of this ordinance are in direct conflict with such other
ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations
are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained.

SURFACE TRANSPORTATION PROGRAM AGREEMENT WITH THE TEXAS
DEPARTMENT OF TRANSPORTATION FOR THE CONSTRUCTION OF NORTH
TARRANT COUNTY PARKWAY FROM IH-35W TO US 377 (CSJ NO 0902-48-194)
RECOMMENDATION
It is recommended that the City Council
Adopt the attached appropriation ordinance increasing estimated receipts and
appropriations in the Special Assessments Fund and in the Street Improvements Fund by
5593,750 for the purpose of funding the City's share of the construction of the North
Tarrant County Parkway from IH-35W to US 377, and
2 Authorize the transfer of 5593,750 from the Special Assessments Fund to the Street
Improvements Fund, and
3 Authorize the City Manager to execute a Surface Transportation Program Agreement with
the Texas Department of Transportation, and
4 Approve the attached resolution accepting the provisions of Texas Transportation
Commission Minute Order No 104667
DISCUSSION
The Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991 established a Surface
Transportation Program (STP) to address transportation and rehabilitation needs within the
urbanized areas with populations of 200,000 or greater On November 30, 1994 the Texas
Transportation Commission passed Minute Order No 104667 which authorized the construction
of North Tarrant County Parkway from IH-35W to US 377
The Texas Department of Transportation (TxDOT) has prepared an agreement which details the
responsibilities of both the City of Fort Worth and TxDOT in the development of this project The
City is responsible for the design of the project, securing any needed rights-of-way, and adjusting
or relocating utilities TXDOT will advertise, award and inspect construction of the project
The project is estimated to cost 52,968,750 The Federal share will not exceed eighty percent
(80%) ~of the actual cost of the project Costs in excess of the State and Federal share will be
borne by the City of Fort Worth The City's share of the cost is currently estimated to be
5593,750 Upon execution of the agreement, the City must remit payment in the amount of
529,687 to TxDOT for their review of engineering documentation and other incidental costs
Approximately sixty (60) days prior to TxDOT's awarding of the construction contract, the City
will be required to fund the balance of the City's share of the project cost

PROJECT DESCRIPTION
North Tarrant County Parkway is identified on the 1990 Master Thoroughfare Plan as a major
east-west connection between IH-35W and the rapidly growing northeast Tarrant County area
This project will construct two lanes from US 377 to IH-35W on the northern half of the 200-
foot right-of-way The project will also include construction of an interchange at IH-35W to serve
the traffic demand in the area
The project will include a study for an extension of North Tarrant County Parkway to west of
Harmon Road The study will determine the alignment of North Tarrant County Parkway and the
interchange configuration at US 287/Harmon Road The study will also determine a future
interchange configuration at US 377 and North Tarrant County Parkway
The project scope needs to be revised in the 1996 Transportation Improvement Program (TIP)
prepared by the North Central Texas Council of Governments (NCTCOG) The 52,968,750 is
being requested for approval at this time, in order that the consultant can begin design of the
project Additional funding wi11 be requested in the future after the TIP is amended to include
the construction of the interchange at IH-35W
It is proposed to fund the City's portion of the cost of this project from the Special Assessments
Fund, in accordance with the policy for Alternative Uses for the Special Assessments Fund
approved on February 14, 1995 (M&C C-15634) This policy allotted 54,410,870 for City
matching funds for State/Federal projects After the transfer of 5593,750 for this project, the
remaining balance will be 5247,812
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon adoption of the attached appropriation
ordinance and transfer, funds required for this agreement will be available in the current capital
budget, as appropriated, of the Street Improvement Fund
