HomeMy WebLinkAboutOrdinance 12720Ordinance No.-~'~i--/~~zS~ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE CAPITAL PROJECTS RESERVE FUND IN THE AMOUNT OF $333,329 00 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING A CONTRACT WITH BARBIZON, INC., FOR STAGE LIGHTING AT THE WILL ROGERS AUDITORIUM, PROVIDING FORA SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in Capital Projects Reserve Fund in the amount of $333,329 00 from available funds for the purpose of funding a contract with Barbizon, Inc., for stage lighting at the. Will Rogers Auditorium. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained. APPROVED AS TO FORM AND LEGALITY ~~ Assista Attorney rDf/~ /9 Date i~ ~--~ ~ Adopted Effective City of Fort Worth, Texas Mayor and Council Communication 10/08/96 **C-15b89 20STAGE2 1 of 2 SUBJECT APPROVAL OF APPROPRIATION ORDINANCE AND AWARD OF CONTRACT TO BARBIZON, INC ,FOR STAGE LIGHTING AT THE WILL ROGERS AUDITORIUM RECOMMENDATION It is recommended that the City Council 1 Adopt the attached appropriations ordinance increasing estimated receipts and appropriation in the Capital Projects Reserve Fund by 5333,329 from available funds, and 2 Authorize the transfer of 5333,329 from the Capital Projects Reserve Fund to the Specially Funded Capital Projects Fund, and 3 Adopt the attached appropriations ordinance increasing estimated receipts and appropriations in the Specially Funded Capital Projects Fund by 5333,329 from available funds, and 4 Authorize the City Manager to execute a contract with Barbizon, Inc , in the amount of 5312,985 for the installation of the stage lighting system, installation of an auxiliary lighting bridge, provision portable state lighting and follow spot lights DISCUSSION The existing lighting system at the Will Rogers Memorial Auditorium was installed in 1936 The system frequently arcs and could result in a fire that could damage the building, if not destroy it Additionally, the system does not have the capacity or capability required to support some of production requirements, thus resulting in some productions not being booked at the auditorium Because of the age of the system, replacement parts, new or used, are no longer available A time frame from December 21, 1996 to February 13, 1997 is available to install the new system without any disruption to scheduled events If the contract is not awarded at this time, the installation of the system would have to be delayed for one more year Based on these facts, (safety of the building, minimizing disruption, and maximizing the use of the auditorium) it is recommended that the M/WBE goal for this project be waived On April 23, 1996 (M&C C-15415) the City Council approved a design contract with Pelton Marsh Kinsella who prepared bid documents for installing a new stage lighting system for the auditorium The following bids were received on July 25, 1996 after being advertised on June 27 and July 3, 1996 in the Fort Worth Star Telegram pity of Fort U~orth, ~''exacs Mayor and Council Communication DATE RSFERENCS NUMBER LOG NAME PAGE 10/08/96 **C-1569 20STAGE2 2 of 2 svBJECT APPROVAL OF APPROPRIATION ORDINANCE AND AWARD OF CONTRACT TO BARBIZON, INC ,FOR STAGE LIGHTING AT THE WILL ROGERS AUDITORIUM BIDDER BASE BID ALT. 1 ALT. 2 ALT. 3 Barbizon 5185,396 579,680 530,619 517,290 Texas Scenic 195,000 114,000 39,580 21,469 Norcostco 255,3$6 182,531 29,614 16,961 The Base Bid included the renovation of the existing lighting system Alternate 1 provided an auxiliary lighting bridge for front lighting the stage, Alternates 2 and 3 provided for portable lights and follow spotlights It is recommended that all three alternates be approved FISCAL INFORMATION/CERTIF{CATION The Director of Fiscal Services certifies that upon approval of the above recommendations and adoption of the attached appropriations ordinances, funds required for this contract will be available in the current capital budget as appropriated, of the Specially Funded Capital Projects Fund The cash balance of the Capital Projects Reserve fund after this transfer will be 59,821,617 MGf u mrtte or rty anager s Office by: (to) (1) GC10 472001 013010001000 333,32 Mike Groomer 6140 Y CQUN ) CiL IT C Origuwtmg Department Head: (3) GC35 472010 020015008000 333>32 (3) GC35 541200 02W15008000 333,32 a 1g~~ Malanga 7800 Hugo A (from) ! ~CT .
