AN ORDINANCE AMENDING THE COMPREHENSIVE ZONING
ORDINANCE, ORDINANCE NO 301 1, AS AMENDED, SAME BEING AN
ORDINANCE REGULATING AND RESTRICTING THE LOCATION AND
USE OF BUILDINGS, STRUCTURES, AND LAND FOR TRADE, INDUSTRY,
RESIDENCE OR OTHER PURPOSES, THE HEIGHT, NUMBER OF STORIES
AND SIZE OF BUILDINGS AND OTHER STRUCTURES, THE SIZE OF
YARDS AND OTHER OPEN SPACES, OFF-STREET PARKING AND
LOADING, AND THE DENSITY OF POPULATION, AND FOR SUCH
PURPOSES DIVIDING THE MUNICIPALITY INTO DISTRICTS OF SUCH
NUMBER, SHAPE AND AREA AS MAY BE DEEMED BEST SUITED TO
CARRY OUT THESE REGULATIONS AND SHOWING SUCH DISTRICTS
AND THE BOUNDARIES THEREOF UPON "DISTRICT MAPS",
PROVIDING FOR INTERPRETATION, PURPOSE AND CONFLICT,
PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE OF ALL
ORDINANCES, PROVIDING A SAVINGS CLAUSE, PROVIDING A
SEVERABILITY CLAUSE, PROVIDING A PENAL CLAUSE, PROVIDING
FOR PUBLICATION AND NAMING AN EFFECTIVE DATE
SECTION 1
That Ordinance No 301 1, as amended, be and is hereby amended so that the
permitted uses in the hereinafter described areas be altered, changed, and amended
as follows

Texas and being more particularly described by metes and bounds as

BEGINNING at a 5/8" iron rod with cap stamped "ANA "set for the

motor vehicle speedway/racetrack as follows.
Definitions
Event: Anon-permanent or temporary activity, including but not limited to the
following competitive contest, carnival, concert, exhibition, sporting event,
or race
Outdoor Temporary Event includes, but is not limited to an outdoor
assembly, revivals, political rallies, amusement parks/carnivals, athletic
contests, races, circuses, fairs, fiestas and competitive events
Parking space a vehicle parking space, including cars, trucks, recreation
vehicles, and trailers, and located on either of the following defined surfaces.
Parking parking of vehicles including overnight camping
Turf parking surface includes turf, grass or other approved surface
Standard parking surface hard surfaced and dust free
Event and/or outdoor retail sales and concessions. Retail' and food sales
locations, in either a permanent structure or approved temporary structure,
including but not limited to tents, operated only during an event, as defined
above
The "property" refers to this planned development district.
USES ALLOWED
Primary uses Office and condominium complexes,
Private club facilities and amenities,
One or more warehouse/industrial facilities,
Facilities used for the purpose of furnishing products and/or services utilized
in conducting driving schools, motor vehicle racing events or other
entertainment events, and
Facilities for the manufacture and assemble of vehicles
Accessory uses These are necessary and integral to the operation of the primary uses
described above and they provide services to tenants, occupants,
spectators, and competitors
Alcoholic beverage sales (beer and wine),
Automotive repair, including body and fender work ancillary to motor
speedway;
Structured parking,
Petroleum storage tanks,
Communications towers,
Helistops
Health and fitness center ancillary to condominiums and motor speedway;
Outside storage with screening
HEIGHT AND AREA REGULATIONS
Building Height: No building shall be erected, reconstructed, altered or
enlarged to exceed twenty (20) stories nor shall it exceed two hundred and
forty (240) feet, with the exception of light standards placed in conjunction
with the automotive racing use, which may not exceed a maximum height
280 feet. All structures must comply with Federal Aviation Administration
Guidelines
FRONT YARD No front yard shall be required
REAR YARD No rear yard is required
SIDE YARD No side yard is required
For purposes of height regulation within this planned development "grade"
shall be defined at 672 feet above mean sea level
OFF-STREET PARKING AND LOADING REGULATIONS
Event, outdoor retail, and outdoor temporary event: As per parking. site plan
Helistop None required
Hospital or clinic: None required
Parking for uses in this PD may be turf, grass, or other approved surface
Other uses
Industrial uses. One space for each 500 square feet of floor area with a
minimum of three paved spaces Other required spaces may be turf, grass,
or other approved surface
Automotive driving school Ten spaces per classroom or 1 5 spaces per
student, if no classrooms are provided Spaces must be hard surfaced and
dust free
Outdoor Temporary Event is defined as an outdoor assembly; including but
not limited to revivals, political rallies, amusement parks/carnivals, athletic
contests, races, circuses, fairs, fiestas and competitive events Temporary
parking facilities shall be provided for motor passenger vehicles of
participants and spectators, either on the premises or on land zoned for
agricultural, commercial or industrial uses or on land that is unincorporated
Such parking shall be provided as per the site plan Temporary event
parking may be shared with other uses
Parking replacement: Parking that is eliminated by a structure or another use
in this planned development district must be replaced at a ratio of one space
for each space eliminated No replacement parking is required. until such
time as the total parking spaces provided (either within the PD or adjacent
to the PD) are insufficient to provide parking for all of the uses in effect at the
time Replacement parking may be provided on the premises or on properly
adjacent to the premises
Parking for other uses must be hard surfaced and dust free
LIGHTING
1) Parking portable generators wi11 be allowed for lighting for permanent or
temporary lighting for events
2) Security Permanent lighting may be placed on any structure within this
planned development district including but not limited to the speedway
ADDITIONAL REQUIREMENTS FOR AUTOMOTIVE RACING AND OTHER EVENTS
Security Plan/Emergency Access Plans for security, emergency responses,
evacuation, and access shall be submitted to the City of Fort Worth for
approval 60 days prior to scheduled major event. Approved plans must be
on file with the City of Fort Worth 30 days prior to the major event.
Solid Waste -recycling, licensed hauler and approved sanitary landfill plans
shall be reviewed and approved by the City of Fort Worth

Z-96-092 BEING a 63 396 acre tract of the BEJAMIN THOMAS SURVEY, ABSTRACT
NUMBER 1497, said property being all of that certain tract of land conveyed
to Kenneth Reed according to the deed recorded in Volume 11654, Page
2102, Deed Records, Tarrant County, Texas, said property being more
particularly described by metes and bounds as follows.
BEGINNING at an 5/8 iron pin being the northwest corner of a 63 396 acre
tract of land according to the deed recorded in Volume 10351, Page 773,
D R.T C T and also being the southwest corner of said Reed tract and also
being in the existing centerline of Old Decatur Road (County Road 4107),
THENCE North 17 degrees 32 minutes 56 seconds West, along the existing
centerline of-said :Old .Decatur.Road, 706 74 feet to a 5/8" iron rod found for
corner;
THENCE North 23 degrees 09 minutes 33 seconds-West, continuing along
the existing centerline of said Old Decatur Road, 3977 97 feet to a 5/8" iron
rod found for corner;
THENCE, South 36 degrees 12 minutes 22 seconds East, along the existing
southwesterly right-of-way line of said U S 81, 944 88 feet to a Highway
Monument found for corner;
THENCE, South 36 degrees 06 minutes 43 seconds East, continuing along
the existing southwesterly right-of--way line of said U S 81, 3505 67 feet to
a 5/8" iron rod found for corner;
THENCE, South 49 degrees 13 minutes 22 seconds West, along the north
line of said Reed tract, 1175 14 feet to the POINT OF BEGINNING and
containing 59 518 acres of land

SECTION 2
That the zoning regulations and districts, as herein established, =have been made in
accordance with the comprehensive plan for the purpose of promoting the health,
safety, morals and general welfare of the community They have been designed to
lessen congestion in the streets, to secure safety from fire, panic, flood and other
dangers, to provide adequate light and air, to prevent overcrowding of land, to avoid
undue concentration of population, to facilitate the adequate provisions of
transportation, water, sewerage, parks and other public requirements They have been
made after full and complete public hearing with reasonable consideration, among
other things, of the character of the district and its peculiar suitability for the particular
uses and with a view of conserving the value of a building and encouraging the most
appropriate use of land throughout the community
SECTION 3
That this ordinance shall be cumulative of all other ordinances of the City of Fort
Worth affecting zoning and shall not repeal any of the provisions of such ordinances,
except in those instances where .provisions of such ordinances are in direct conflict
with the provisions of this ordinance..
SECTION 4
That all rights or remedies of the City of Fort Worth, Texas, are expressly saved as to
any sand all violations of Ordinance No 301 1 or of any amendments thereto that have
accrued at the time of the effective date of this ordinance, and as to such accrued
violations, and all pending litigation, both civil or criminal, same shall not be affected
by this ordinance but may be prosecuted until final disposition by the courts
SECTION 5
It is hereby declared to be the intention of the City Council that the sections,
paragraphs, sentences, clauses and phrases of this ordinance are severable; and if any
phrase, clause, sentence, paragraph or section of this ordinance shall be declared
void, ineffective or unconstitutional by the valid judgement or decree of any court of
competent jurisdiction, such voidness, ineffectiveness or unconstitutionality shall not
affect any of the remaining phrases, clauses, sentences, paragraphs or sections of this
ordinance, since the same would have been enacted by the City Council without the
incorporation herein of any such void ineffective or unconstitutional phrase, clause,
sentence, paragraph or section
SECTION 6
That any person, firm or corporation who violates, disobeys, omits, neglects or refuses
to comply with or who resists the enforcement of any of the provisions of this
ordinance shall be fined not more than Two Thousand Dollars (52000 00) for each
offense Each day that a violation is permitted to exist shall constitute a separate
offense
SECTION 7
That the City Secretary of the City of Fort Worth, Texas is hereby directed to publish
this ordinance for two (21 days in the official newspaper of the City of Fort Worth,
Texas, as authorized by V T C A Local Government Code Subsection 52 013
SECTION 8
That this ordinance shall be in full force and effect from and after the date of its
passage and publication as required by law, and it is so ordained
