AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $202,592.00 FOR THE PURPOSE OF FUNDING THE
COMMUNITY ORIENTED POLICING SERVICES DOMESTIC VIOLENCE PROGRAM THROUGH
A GRANT FROM THE DEPARTMENT OF JUSTICE, PROVIDING FOR A SEVERABILTTY
CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1995-96 and in the Budget
of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount
of $202,592.00 for the purpose of funding the Community Oriented Policing Services Domestic Violence Program
through a grant from the Department of Justice.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and
effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12074 and all other ordinances and appropriations amending
the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby
expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

REC(,)MMENDATION
!t is recommended that the City Council
1 Accept a grant from the Community Oriented Policing Services (COPS) office of
Department of Justice in the amount of 5197,991, and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Special Trust Fund (Seized Assets) by 54,601 from available funds,
and
3 Adopt the attached ordinance increasing estimated receipts and appropriations in the
Grants Fund by 5202,592 from available funds, and
4 Authorize the transfer of 54,601 from the Special Trust Fund (Seized Assets) to the Grants
Fund for the in-kind matching funds, and
5 Approve a contract in the amount of 561,312 with Women's Haven to serve as a sub-
grantee for this project
DISCUSSION
The Community Oriented Policing Services (COPS) office issued a request for grant proposals
regarding programs to reduce domestic violence in the fall of 1995 The grant was submitted
in November 1995 The project is a collaboration between the Family Violence Unit and
Women's Haven This is a demonstration program and will initially target the East Field
Operations Division as it has the highest incidence of domestic violence It will pair a detective
from the Family Violence unit with a trained crisis intervention volunteer counselor This pair will
be called a Domestic Assault Response Team (DART) and will respond to all domestic violence
calls in the East Field Operations Division The program will also attempt to identify repeat
offenders and high risk residences and will work closely with the Women's Havens M E N S
program, currently funded through the Comprehensive Communities Program (CCP) grant The
M E N S program is a counseling project for intimate partner abusers that has been highly
successful
The budget for the COPS Domestic Violence program is $197,991 The majority of the budget
is for personnel, with a significant amount for overtime Contractual funds are primarily to
support Women's Haven and for contract computer programming Although no matching funds
are required, the COPS office has disallowed 54,601 in retirement costs calculated against

overtime charges, so these funds are being provided as an in-kind match from awarded assets

The grant period is June 1, 1996 through May 31, 1997, but the grant award was not issued
until July 30, 1996. The COPS office has indicated they will grant no-cast extensions to
complete this pro}ect
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon approval and execution of the above
recommendations and adoption of the attached appropriation ordinances, funds will be available
in the current operating budget, as appropriated, of the Special Trust and Grants Funds
