HomeMy WebLinkAboutOrdinance 12730Ordinance No ~~ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $400,000 00 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING THE COMPREHENSIVE COMMUNITIES PROGRAM THROUGH A GRANT FROM THE DEPARTMENT OF JUSTICE, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in Grants Fund in the amount of $400,000 00 from available funds for the purpose of funding the Comprehensive Communities Program through a grant from the Justice Department. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. PROGRAM (CCP) GRANT RECOMMENDATION It is recommended that the City Council authorize the City Manager 1 To accept a grant award from the Department of Justice in the amount of 5400,000 for the Comprehensive Communities Program (CCP) grant during the period October 1, 1996 through September 30, 1997, and 2 Adopt the attached appropriations ordinance increasing estimated receipts and appropriations in the Grants Fund by 5400,000 00 from available funds, and 3 Authorize the City Manager to execute a contract with Tarrant County for 5200,000 and the Citizens Crime Commission of Tarrant County for 5164,911 to serve as subgrantees for the Comprehensive Communities Program DISCUSSION In 1994, Fort Worth was one of 16 cities selected to participate in the Comprehensive Communities program Phase I of this multi-faceted project involved the preparation of a detailed grant application, Phase II was the implementation of various interrelated component programs Projects funded under this program include Three additional community policing sites, now called Neighborhood Policing Districts (NPDs), patterned after the highly successful Fort Worth Weed and Seed grant Each site includes a Lieutenant as the Officer-in-Charge, a Sergeant who supervises all Neighborhood Police Officers in the District and coordinates community-based activities with citizen groups and other city departments, and a police facility within the target area There is a Community Advisory Committee for each of the three sites The department also redrew the patrol deployment structure to include 75 static beats that do not change the configuration of each watch Using funds from a Community Oriental Policing Services (COPS) Phase I grant, the department has adopted the assignment of 1 Neighborhood Police Officer (NPO) to each beat The department, in conjunction with the Citizens Crime Commission, is implementing a leadership development program for citizens at the grassroots level The initial training group will be members of the Neighborhood Policing District Community Advisory Committees The Citizens Crime Commission is also operating an AmeriCorps program for the department, called Youth Crime Commission, that is employing 30 young persons from our community The members will be trained in conflict resolution techniques Printed on Recycled Paper City of Fort Worth, Texas youth violence and implement target hardening techniques > The Tarrant County Juvenile Services Department is implementing acommunity- based detention program for pre-adjudicated youth that prevents overcrowding in the detention center and enables positive reinforcement and intervention for the child > Women's Haven, a community shelter, is operating the M E N S Program, a counseling program for men who have been charged with spouse abuse To date the program has been highly successful, with an extremely low repeat rate > The Boys and Girls Clubs of Greater Fort Worth operate two of their Comin' Up gang intervention sites using funds from the CCP grant > Tarrant County operates a Drug Treatment Court which is currently funded with a drug court grant through the state and the CCP grant The CCP monies allowed for the expansion of this program to allow adding drug treatment for misdemeanor offenders In this third phase of the Comprehensive Communities Program, monies are being allocated to continue the Community Leadership Development (CLD) program that was developed and implemented by the Citizens Crime Commission of Tarrant County and to continue the Tarrant County Advocacy Program (T-CAP) program by the Tarrant County Juvenile Services Department Additionally, monies are being set aside for travel and to place a computer and printer at each of the current CCP NPDs to give citizens in these areas accessibility to and learn how to access the Internet The other programs that were initiated under this program have found funding from other sources Women's Haven applied for and received money through the Texas Criminal Justice Division to continue the M E N S program The Comin'Up program with the Boys and Girls Club of Greater Fort Worth and the Drug Treatment Court by Tarrant County will both be receiving funding under the Local Law Enforcement Block Grant program The Citizens Crime Commission received continued funding for the AmeriCorps program
