AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF $3,224,732 00 FROM AVAILABLE FUNDS
FOR THE PURPOSE OF FUNDING THE IMPLEMENTATION OF THE JOB TRAINING
PARTNERSHIP ACT TITLES IIA, IIC, AND III JOB TRAINING PLANS THROUGH
GRANTS FROM THE TEXAS WORKFORCE COMMISSION; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for
the Fiscal Year 1995-96 and in the Budget of the City Manager, there shall also be
increased estimated receipts and appropriations in the Grants Fund in the amount
of $3,224,732 00 from available funds for the purpose of funding the
implementation of Job Training Partnership Act Titles IIA, IIC, and III Job
Training Plans through grants from the Texas Workforce Commission.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared
invalid, inoperative or void for any reason by a court of competent jurisdiction,
such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect
SECTION 3
That this ordinance shall be cumulative of Ordinance No 12074 and all other
ordinances and appropriations amending the same except in those instances where
the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect and be in full force and effect and after the
date of its pass-age, and it is so ordained

CORRESPONDING APPROPRIATIONS ORDINANCE
RECOMMENDATION
It is recommended that the City Council authorize the City Manager to
1 Submit grant applications, accept the grants, if awarded, and negotiate and execute
contracts with Texas Workforce Commission to implement Job Training Partnership Act
Program Years 1996-1997 training plans for the contract period beginning July 1, 1996
and ending June 30, 1998, in the following amounts
A 51,346,308 00 to implement the Job Training Partnership Act Title IIA Job Training
Plan for Economically Disadvantaged Adults, and
B 5254,126 00 to implement the Job Training Partnership Act Title .IIC Job Training
Plan for Economically Disadvantaged Youth, and
C 51,624,298 00 to implement the Job Training Partnership Act Title III Job Training
Plan for Dislocated Workers, and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by 53,224,732 00 from available funds, and
3 Apply indirect cost for administrative staff in accordance with the City's Administrative
Regulation 3-15 (apply the rate of 7 04% which represents the most recently approved rate
for the Employment and Training Department), and authorize a waiver of the indirect cost
for the direct training and training related services staff
DISCUSSION
The City of Fort Worth is the administrative entity for the Fort Worth Consortium Service Delivery
Area for training programs funded through the Job Training Partnership Act The Service Delivery
Area includes the cities of Fort Worth, Euless, Haltom City, and White Settlement
The Texas Workforce Commission has released the allocations for the Fort Worth Consortium
Service Delivery Area for Program Years 1996-1997 (July 1, 1996, to June 30, 1998) The Title
IIA (service to economically disadvantaged adults) allocation is 51,346,308 00, the Title IIC
(service to economically disadvantaged youth) allocation is 5254,126 00 The Title III (service
to dislocated workers) allocation is 51,624,298 00

Texas Workforce Commission requires submission of a job training plan which must be approved
by the Private Industry Council and the Fort Worth City Council The job training plans for titles
IIA, IIC and III and the related grant applications were approved by the Private Industry Council
on April 4, 1996
.FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon approval and execution of the above
recommendations and adoption of the attached appropriations ordinance, funds required for this
agreement will be available in the current operating budget, as appropriated, in the Grants Fund
