AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $300,000 00 FROM AVAII,ABLE FUNDS FOR THE
PURPOSE OF FUNDING FOR THE WEED AND SEED PROGRAM, PHASE V, PROVIDING FOR
A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget
of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount
of $300,000 00 from available funds for the purpose of providing funding for the Weed and Seed Program, Phase V
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and
effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending
the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby
expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

SUBJECT ~ WEED AND SEED GRANT, PHASE V
RECOMMENDATION
It is recommended that the City Council authorize the City manager
1 To accept a grant award from the Department of Justice in the amount of 5200,000 for
the Weed & Seed grant during the period of October 1, 1996 through September 30, 1997,
and
2 To enter into. an agreement with the Drug Enforcement Administration to receive up to
5100,000 in federal seized funds to support the weeding side of the grant program through
September 30, 1997, and
3 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by 5300,000 00 from increased revenue, and
4 Authorize the City Manager to execute a contract with the Boys & Girls Clubs of Greater
Fort Worth for operation of two Safe Haven sites
DISCUSSION
The "Weed and Seed" grant was awarded to the city in April of 1992, and fully operational since
July of the same year Applying a combination of saturation patrol, community policing
strategies, and seeding activities the program has brought about a 52% decrease in crime within
the target area over three years The grant program was initially awarded 53,000,000 fora 36
month period, but budget reductions at the federal level reduced the total funding to 51,697,410
A "bridge grant" was awarded to provide interim funding from January 1, 1994, through May
31, 1994 in the amount of 5198,193 The remaining funds for Phase III of the grant included
5350,000 for seeding activities, 550,000 for National Service Coordination, and 5186,000 from
the Asset Forfeiture Management Staff (AFMS) funds provided through the Drug Enforcement
Administration (DEA) to continue Weeding activities at a reduced level
Phase IV of the Weed & Seed grant has a requirement that a new target area be developed
Consideration was given to several areas, with the Diamond Hill/West Northside area being
selected This area contains a large amount of land but with the highest population
concentration being in a smaller core area The target area has 5 beats
In order to standardize the implementation of Weed & Seed type target areas, (there are also 3
in the Comprehensive Communities Program (CCP) grant, 3 in the Crime Control District (CCD)
plan, and 4 operated through the General Fund,) it was decided to title them Neighborhood

Policing Districts (NPDs) Both the Weed & Seed grant and the CCP grant require a steering
committee, and in an effort to maximize resources we have combined this requirement into a
committee for all 12 Neighborhood Policing Districts The committee is co-chaired by Mayor Barr
and the United States Attorney for the Northern District of Texas, Paul Goggins Other members
are Chief of Police Thomas R Windham, Assistant City Manager Libby Watson, the President of
the Crime Control and Prevention District Board, the Tarrant County District Attorney, the
Executive Director of the Citizens Crime Commission, the Chair of the Minority Leadership
Council, and the Chair of the United Hispanic Council
The 5200,000 in this grant is to operate a Safe Haven within each target area The original Safe
Haven, in the Southeast area of the city, ran into financial difficulties last winter, and
consideration was given to closing the site Anew strategy was developed whereby the site
was jointly operated by the Boys and Girls Club of Greater Fort Worth and the Youth Crime
Commission, an AmeriCorps program operated by the Citizens Crime Commission of Tarrant
County We intend to continue this strategy during the next 12 months, and the City Council
has made funds available {M&C #C-15527) to keep the site open until October 1, 1996, the
proposed starting date for Phase V of Weed and Seed The Diamond Hill/V1/est Northside Safe
Haven will continue to be operated solely by the Boys & Girls Club The budget for this site is
for 14 months as they will have exhausted their funds by August 1, 1996, but have agreed to
continue operations in anticipation of reimbursement
An additional 5100,000 {550,000 per site), in Asset Forfeiture Funds from the Drug Enforcement
Administration is to continue on-going operations with partnered federal agencies
The budget for both sites is as follows
Continuation of the Near Southeast Safe Haven 75,808
Continuation of the Diamond Hill Safe Haven 124,192
Strategic Overtime Funds 100,000
