Ordinance No. ~ 4
AN ORDINANCE INCREASING THE ESTIMATED RECEIl'TS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $127,000 00 FROM AVAILABLE FUNDS FOR THE
PURPOSE OF FUNDING RENEWAL OF SECTION 706 CONTRACT WITH THE U S EQUAL
EMPLOYMENT OPPORTUNITY COMMISSION, PROVIDING FOR A SEVERABILITY CLAUSE,
MAKING 'THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL
PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget
of the City Manager, there shall also be increased estimated receipts and appropriations in Grants Fund in the amount of
$127,000 00 from available funds for the purpose of funding renewal of Section 706 Contract with the U S. Equal
Employment Opportunity Commission.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and
effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending
the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby
expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

RECOMMENDATION•
It is recommended that the City Council
Adopt the attached supplemental appropriations ordinance for interim financing, increasing
appropriations in the General Fund by 5127,000 00 and decreasing the unreserved,
undesignated fund balance, and
2 Approve the transfer of 5127,000 00 from General Fund to the EEO project number
established in the grants fund, and
3 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by 5127,000 00 from available funds, and
4 Authorize the City Manager to adopt and execute a contract with the U S Equal
Employment Opportunity Commission (EEOC) in the approximate amount of S 127,000 00
DISCUSSION
In January 1977, the U S Equal Employment Opportunity Commission ("EEOC") recognized the
Fort Worth Human Relations Commission ("HRC") as a local deferral agency in accordance with
Section 706 ("C") of the U S Equal Employment Opportunity Act of 1972, Title VII of the Civil
Rights Act of 1964, as amended Pursuant to this section, EEOC, prior to asserting jurisdiction
over employment discrimination charges, defers such charges for resolution to a local or state
agency having the authority to enforce a local or state fair employment law similar to Title VII
The Fort Worth Human Relations Commission at its meeting of October 2, 1996, voted to renew
the HRC's annual Sec 706 contract with the U S Equal Employment Opportunity Commission
for FY 1996-97

FISCAL INFORMATION/CERTIFICATION•
The Director of Fiscal Services certifies that upon approval and completion of this transfer and
adoption of the attached appropriations ordinances, funds will be available, as appropriated, in
the Grants Fund After completion of this transfer, the unreserved, undesignated fund balance
in the General Fund will be $28,070,840 Upon execution of the Agreement with EEOC, the
S 127,000 00 will be transferred back to the General Fund
