AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $60,564 00 FOR THE PURPOSE OF FUNDING THE
WEATHERIZATION PIGGYBACK PROGRAM, PROVIDING FOR A SEVERABILITY CLAUSE,
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL
PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1995-96 and in the Budget
of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount
of $60,564 00 for the purpose of funding the Weatherization Piggyback Program.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and
effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12074 and all other ordinances and appropriations amending
the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby
expressly repealed.
SECTION 4
This ordinance. shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

SUBJECT WEATHERIZATION PIGGYBACK PROGRAM
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to enter into a contract totaling 560,564 00 in anticipated
funds with the Texas Department of Housing and Community Affairs (TDHCA) The
560,564 00 will be used to provide additional weatherization on 166 homes in Tarrant
County Homes must be occupied by low-income residents for the contract period of
January 26, 1996 through March 31, 1997, and
2 Adopt the attached appropriation ordinance increasing estimated receipts and
appropriations in the Grants Fund by up to 560,564 00 from available funds, and
3 Apply indirect costs in accordance with the City Administrative Regulation 3-15 Apply the
rate of 9 82%, which represents the most recently approved rate for this department
DISCUSSION.
The City of Fort Worth has operated a weatherization program on a grant basis funded by the
Texas Department of Housing and Community Affairs (TDHCA) since 1982 On June 14, 1996
the Housing Department received an electronic data contract from TDHCA stating its intention
to fund the new TU Electric Weatherization Piggyback Program The program covers the period
January 1, 1996 through March 31, 1997 and the anticipated contract funding is 560,564 00
As implied by its name, this new program is designed to "piggyback" on the grant which has
been in place for several years The grant is being made available by TU Electric for customers
in its service area and has five components
1 Offers additional weatherization measures totaling a maximum of 5362 50 per dwelling
These measures will be performed in addition to regular weatherization measures currently
under contract with TDHCA
2 Offers energy efficient refrigerators which are leased and installed when desired by
customer(s)
3 Demonstrates., offers, and when desired by customer(s), installs appropriate water saving
devices for all participating customers These devices shall be offered free to all
participating customers
4 Demonstrates, offers, and when desired by customer(s), installs and leases compact
fluorescent lights

5 Provides appropriate energy education for all participants This includes information on
how to read an electric meter, better understand their bill, understand the savings potential
of using compact fluorescent lights, efficient refrigerators, and water saving devices
Program support cost may not exceed 15% of the total TU Electric funds expended on any
one unit
This project will be made available in ALL COUNCIL DISTRICTS
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon approval of the above recommendations and
adoption of the attached appropriations ordinance, the funds required for expenditures will be
available in the current operating budget, as appropriated, in the Grants Fund
