AN ORDINANCE APPROPRIATING $268,000 00 TO THE GENERAL FUND, AND DECREASING THE
UNRESERVED, UNDESIGNATED GENERAL FUND BALANCE BY THE SAME AMOUNT FOR THE
PURPOSE OF FUNDING CONTRACTUAL PAYMENTS TO TEXAS MUNICIl'AL SERVICE, INC., FOR
MUNICIPAL COLLECTION SERVICES, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1995-96 and in the Budget of the City
Manager, there shall also be increased appropriations in the General Fund, in the amount of $268,000 00; thereby decreasing the
unrestricted, undesignated Fund Balance by the same amount, for the purpose of funding contractual payments to Texas Municipal
Services, Inc., for municipal court collection services.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of
competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, section's, or parts of
sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12074 and all other ordinances and appropriations amending the same
except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations,
in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

SIIBJECT SUPPLEMENTAL APPROPRIATION FOR MUNICIPAL COURT COLLECTION SERVICES
RECOMMENDATION
It is recommended that the City Council adopt the attached supplemental appropriation ordinance
increasing appropriations in the General Fund by 5268,000 and decreasing the unreserved,
undesignated, General Fund balance by the same amount for the purpose of funding contract
payments to Texas Municipal Services, Inc for Municipal Court collection services
DISCUSSION
Municipal Court contractual collection services for FY1995-96 were approved through M&C C-
14907 on July 11, 1995 and M&C C-15554 (approved July 9, 1996) The contract, awarded
to Texas Municipal Services, Inc , (TMS), stipulates compensation for services to be based on
specified percentages of actual monies collected, less any fees and court costs required or
permitted by state law Approximately 5112,407 00 was budgeted for current year collection
service obligations
Year-to-date collection services as of July 26, 1996, exceed initial projections and requires an
additional 5268,000 00 to meet total contractual obligations for the year With expenses based
on a percentage of actual monies collected, the supplemental appropriation request will be offset
by collection service revenues
Revenues attributed specifically to collection service efforts are projected to be 51 6 million for
FY1995-96
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon adoption of the supplemental appropriations
ordinance, funds for this expenditure will be available in the current operating budget, as
appropriated, of the General Fund After this transaction the unreserved, undesignated fund
balance of the General Fund wilt be 528,568,135
