HomeMy WebLinkAboutOrdinance 12441Ordinance No / AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $70,000 00 FOR THE PURPOSE OF FUNDING THE JOB TRAINING PARTNERSHIP ACT RAPID RESPONSE SERVICES THROUGH A GRANT FROM THE TEXAS DEPARTMENT OF COMMERCE; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1995-96 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $70,000 00 for the purpose of funding the Job Training Partnership Act Rapid Response Services through a grant from the Texas Department of Commerce SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect SECTION 3 That this ordinance shall be cumulative of Ordinance No 12074 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained APPROVED AS TO FORM AND LEGALITY Assistant City orney 3-~ -y6 Date ~~ ~~ Adopted Effective ~: C~~y of Fort Worth, Texas Mayor and Council Communication DAT13 REFERF3NCI3 NIIMBBR LOG NAME PAGE 03/14/96 **C-15318 08RAPID 1 of 2 susJSCT JOB TRAINING PARTNERSHIP ACT RAPID RESPONSE GRANT WITH THE TEXAS DEPARTMENT OF COMMERCE AND SUBCONTRACTORS RECOMMENDATIONS It is recommended that the City Council authorize the City Manager to 1 Accept a grant from and execute a contract with the Texas Department of Commerce to perform Rapid Response Services on behalf of the State which will assist dislocated workers for the period beginning August 2, 1995 to September 30, 1996 in the amount of 570,000 00, and 2 Adopt the attached appropriations ordinance increasing estimated receipts and appropriations in the Grants Fund by 570,000 00 from increased revenue, and 3 Execute a subcontract with the Texas Employment Commission to provide Basic Readjustment Services for the period August 26, 1995 to November 30, 1995 in the amount of 55,513 00, and execute a subcontract with Tarrant County Junior College to provide Basic Readjustment Services for the period August 26, 1995 to November 30, 1995 in the amount of 52,144 00 for services rendered during the Medical Plaza Center layoff, and 4 Apply indirect costs in accordance with the City's Administrative Regulations 3-15 (applying the most recently approved rate of 7 4% for the Employment and Training Department) not to exceed 5152 00 DISCUSSION Texas Department of Commerce notified The Working Connection of pending reductions in labor force affecting this service delivery area In order to react in a more timely manner to those reductions, an all encompassing authorization for expenditures is requested to provide services The contracts with the Texas Employment Commission and Tarrant County Community College were to provide assistance to workers from only one layoff, Medical Center Plaza The remainder of the balance being appropriated will be exclusively used as the need arises Approval for the contracts with the Texas Employment.
