Ordinance No.
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $27,664 00 FROM AVAILABLE FUNDS FOR THE
PURPOSE OF FUNDING THE PURCHASE OF A HOUSEHOLD HAZARDOUS WASTE MOBILE
COLLECTION UNIT THROUGH A GRANT FROM THE NORTH CENTRAL TEXAS COUNCIL OF
GOVERNMENTS, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget
of the City Manager, there shall also be increased estimated receipts and appropriations in Grants Fund in the amount of
$27,664 00 from available funds for the purpose of funding the purchase of a Household Hazardous Waste Mobile
Collection Unit through a grant from the North Central Texas Council of Governments.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and
effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending
the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby
expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

SIIBJECT GRANT APPLICATION FOR PURCHASE OF HOUSEHOLD HAZARDOUS WASTE
MOBILE COLLECTION UNIT
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to submit a grant application to the North Central Texas
Council of Governments (NCTCOG) in the amount of 522,450 00 for the purpose of
funding the purchase of a Household Chemical Waste Mobile Collection Unit for the Fort
Worth area;
2 Authorize the City Manager to accept and execute the NCTCOG grant contract, if awarded,
upon receipt,
3 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by up to 527,664 00 from available funds, and
4 Authorize the transfer of 55,214 00 in matching funds for this contract from the
Environmental Management Fund to the Grants Fund
DISCUSSION
Funding is being requested from NCTCOG for the purchase of a Household Chemical Waste
Mobile Collection Unit This Mobile Collection Unit will be used in conjunction with the Regional
Household Chemical Waste Collection & Storage Facility The Collection Unit will
• provide access to disposal of household chemicals for locations remote from the
Household Chemical Collection Facility,
• allow elderly and physically disabled residents easier access to the collection service,
• assist in efforts to promote both source reduction and the environmentally responsible
disposal of household chemicals through distribution of educational materials, and
• use to encourage proper household chemical disposal in economically disadvantaged
areas and other areas that typically exhibit relatively low levels of participation in
Household Chemical Collection Events
Indirect costs do not apply to this grant because no salaries are involved
The Collection Unit will consist of a specially designed trailer, equipped with all the supplies
needed to provide small one day events for communities in participating jurisdictions The Fort
Worth area jurisdictions that have expressed interest in participating in this program with Fort
Worth are River Oaks, Haslet, Lake Worth and Saginaw Inter-local agreements with these
municipalities will be developed to ensure fair and equitable usage

The 55,214 00 in matching funds for supplies and equipment will be shared by the participating
jurisdictions using the Collection Unit The cost will be divided up among the participating
jurisdictions on a pro rata basis using the number of households of each city
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon approval and execution of the above
recommendations and adoption of the attached appropriations ordinance, funds will be available
in the current operating budget, as appropriated, in the Grants Fund
