HomeMy WebLinkAboutOrdinance 12345Ordinance No ~~~ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $18,000 00 FOR THE PURPOSE OF FUNDING CONTRACT RENEWAL WITH TARRANT COUNTY FOR BREAST AND CERVICAL CANCER CONTROL PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1995-96 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $18,000 00 for the purpose of funding contract renewal with Tarrant County for Breast and Cervical Cancer Control Program SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect SECTION 3 That this ordinance shall be cumulative of Ordinance No 12074 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained '- % w Adopted Effective APPROVED AS TO FORM AND LEGALITY City of Fort Wordy Texas Mayor and Council Communication DATE REFERENCE NUMBER LOG NAME PAGE 01 /09/96 **C-15224 50B000P 1 of 2 SUBJECT BREAST AND CERVICAL CANCER CONTROL PROGRAM CONTRACT RENEWAL WITH TARRANT COUNTY RECOMMENDATIONS It is recommended that the City Council 1 Authorize the City Manager to accept and execute a contract with Tarrant County in an amount not to exceed 518,000, establishing the Fort Worth Public Health Department as a subcontracting service provider for the Tarrant County Health Department's Breast and Cervical Cancer Control Program (BCCCP), and 2 Waive the indirect costs, to maximize direct client services, of 54,442 based on the current Health Department indirect cost rate of 24 68°l0, and 3 Adopt the attached appropriations ordinance increasing receipts and appropriations in the Grants Fund in the amount of 518,000 00 DISCUSSION Since May of 1993, the City of Fort Worth has participated in the Texas Department of Health's Breast and Cervical Cancer Control Program (BCCCP) as asub-contracting service provider Tarrarit County administers the BCCCP grant contract Through this program, women with incomes below 200% of poverty and with na access to third party reimbursement mechanisms are provided breast and cervical cancer screening and diagnostic services The City of Fort Worth provides clinical breast exams and cervical cancer screenings at specified clinics throughout the city Reimbursements will be made to the City by Tarrant County utilizing BCCCP and funds received by the County from the Tarrant County Chapter of the Susan G Komen Breast Foundation Due to a delay in Tarrant County's receipt of the contracts from TDH and the Komen Foundation, sub-contracts are only now being awarded for the contract period July 1, 1995 through June 30, 1996 Services have been provided by the City during the contract renewal process Approval of this sub-contract will authorize retroactive reimbursement Should the County receive additional funding for breast and cervical cancer screening services, a contract amendment will be forwarded increasing sub-contract allocations Reimbursements will be made according to the following fee schedule M = Printed on Regded Paper City of Fort Worth, Texas Mayor and Council Communication DATE LOG 01 /09/96 **C-15224 50B000P 2 of 2 SUBJECT BREAST AND CERVICAL CANCER CONTROL PROGRAM CONTRACT RENEWAL WITH TARRANT COUNTY Office Visit, (New Patients) $53 .O1 Includes Clinical Breast Exam and/or Pap Smear and Self Breast Exam Education Office Visit, (Established Patients) $21.64 Includes Follow-Up Pap Smear Proposed appropriations for this contract renewal include program supplies and apart-time clerk to assist Health Department Clinic personnel in administering this program PROPOSED BUDGET Personnel $14, 000 Medical Supplies $ 4 , 000 TOTAL $18,000 FISCAL INFORMATION/CERTIFICATION The Director of Fiscal Services certifies that upon execution of this contract and adoption of the attached appropriations ordinance, funds will be available in the current operating budget, as appropriated, of the Grants Fund LW a Office by: CITY GCS ~ ~~CfL Libby Watson 6140 Dr Nick Curry 7201 Contact: Dr Nick Curry 7201 ,lAly ~ 1996 ~/~ Ci plot Fort ~ ~11~i l0 ~.
