HomeMy WebLinkAboutOrdinance 12446 Ordinance No AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $590,528 00 FOR THE PURPOSE OF FUNDING THE COMPREHENSIVE ENERGY ASSISTANCE PROGRAM THROUGH A GRANT FROM THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1995-96 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $590,528 00 for the purpose of funding the Comprehensive Energy Assistance Program through a grant from the Texas Department of Housing and Community Affairs SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, .inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect SECTION 3 That this ordinance shall be cumulative of Ordinance No 12074 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained APPROVED AS TO FORM AND LEGALITY Assistant City At rney 3 - / ~ ~~ Date ~~ /~ - ~'~ Adopted Effective City of Fort Worth, x'exas Mayor and Council Communication ~~~ 03/14/96 I **f _1 S~?_(I 80PROGRAM I 1 of 2 SUBJECT CONTRACT WITH THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS COMPREHENSIVE ENERGY ASSISTANCE PROGRAM FOR PROGRAM YEAR 1996 AND ADOPTION OF RELATED APPROPRIATION ORDINANCE RECOMMENDATIONS It is recommended that the City Council 1 Accept a grant from the Texas Department of Housing and Community Affairs for the Comprehensive Energy Assistance Program in the amount of $590,528, and 2 Authorize the City Manager to execute a contract with the Texas Department of Housing and Community Affairs for the 1996 Comprehensive Energy Assistance Program, and 3 Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the Grants Fund by $590,528 from increased revenues DISCUSSION The Texas Department of Housing and Community Affairs has notified the City that the first appropriation (5590,528) is available for the 1996 Comprehensive Energy Assistance Program (CEAP) The CEAP for contract year 1996 has six components 1) Elderly/Disabled Assistance, 2) Energy Crisis, 3) Co-Payment Assistance, 4) Heating and Cooling Systems, 5) Direct Services Support and 6) Case Management The allocation is being made with Low Income Home Energy Assistance Program funds to address the needs of low to moderate income households in Tarrant County who are paying a disproportionate amount of their income to meet basic energy needs for heating and cooling All households at or below 125 % of the Federal Poverty Level will be afforded access to the program All applicant households will be determined eligible according to the income guidelines and program procedures Benefit determinations include the household's income, the household size, the energy consumption and/or the vulnerability of the household and the availability of funds The goals of this program are to 1) address the needs of a household through case management and outreach, 2) assist a household in developing goals for self sufficiency, 3) provide a co-payment for a household with an energy burden higher than that of the average household, 4) provide relief to low-income elderly and disabled occupied households that are subject to high energy costs for home heating and cooling, Printed on Recyded Paper City of Fort Worth, Texas Mayor and Council Communication DATE 03/14/96 REFERENCE NIJMBBR ~~ LOG NAMI3 80PROGRAM PAGE 2 of 2 3L7BJECT CONTRACT WITH THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS COMPREHENSIVE ENERGY ASSISTANCE PROGRAM FOR PROGRAM YEAR 1996 AND ADOPTION OF RELATED APPROPRIATION ORDINANCE 5) provide assistance in an energy related crisis, and 6) serve approximately 388 households benefiting an estimated 1,336 persons The Parks and Community Services Department will review all applications at the nine (9) City operated Neighborhood Resources Development Program centers Applicants will be notified at the completion of the intake process of approval or denial Payments will be made, for eligible clients, directly to the utility companies and to the utility vendors for heating and cooling system repairs The administrative cost is restricted to a rate of 6 25°to, Case Management to a rate of 6 25% and Direct Services Support to a rate of 5% The remaining funds will be used for Elderly/Disabled, Energy Crisis, Co-payment acid assistance with Heating and Cooling Systems far the duration of the contract This program is located in all COUNCIL DISTRICTS No matching funds are required from the City FISCAL INFORMATION/CERTIFICATION The Director of Fiscal Services certifies that upon acceptance of this grant, execution of this contract with the Texas Department of Housing and Community Affairs, and adoption of the attached appropriations ordinance, funds required for this project will be available in the current operating budget of the Grants Fund LW a Submitted for City Manager's FUND ACCOUNT' CENTER AMOUNT CITY SECRETARY Office by: (to) GR76 488195 080405365000 $590,52800 App~OtleR -
