AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE ENVIRONMENTAL MANAGEMENT FUND IN
THE AMOUNT OF $157,540.10 FOR THE PURPOSE OF FUNDING PRIOR
YEAR REIMBURSEMENTS AND INTEREST EARNINGS; PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1995/96 and in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Environmental Management Fund in the amount of $157,540.10 for the purpose of funding prior year
reimbursements and interest earnings.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and
remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 12074 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances
and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so
ordained.

YEAR REIMBURSEMENTS AND INTEREST EARNINGS
RECOMMENDATION
It is recommended that the City Council adopt the attached appropriations ordinance increasing
estimated receipts and appropriations in the Environmental Management Fund by 5157,540 10
from prior year reimbursements and interest earnings
DISCUSSION
With the adoption of the FY 1992-93 budget, the City Council created the Environmental
Management Fund as a better way to identify the true cost of environmental projects undertaken
by the Department of Environmental Management Revenue for this fund comes from the 50
cent Environmental Protection Fee, state reimbursements for underground storage tank
remediations, and interest earnings of the fund
During FY 1994-95, reimbursements totaling 519,389 36 were received from the state for
underground storage tank remediations Interest earnings for FY 1993-94 in the amount of
563,275 33 and for FY 1994-95 in the amount of 574,875 41 were received and deposited into
the Environmental Management Fund, but have not been appropriated for use
The revenue will be used to help fund various environmental projects during FY 1995-96
including the installation of equipment upgrades on underground storage tanks (UST's), City
generated hazardous waste disposal and emergency spill clean-up City Council approval will be
required prior to the awarding of any contracts for these types of projects
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon adoption of the attached appropriations
ordinance, funds will be available for future environmental projects in the current operating
budget of the Environmental Management Fund
