HomeMy WebLinkAboutOrdinance 12455Ordinance No ~~~ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $145,114.00 FOR THE PURPOSE OF FUNDING THE DIAMOND HILL COALITION PROGRAM THROUGH A GRANT FROM THE CRIMINAL JUSTICE DIVISION OF THE GOVERNOR OF TEXAS' OFFICE; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; RND PROVIDING AN EFFECTIVE DATE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1995-96 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $145,114 00 for the purpose of funding the Diamond Hill Coalition Program through a grant from the Criminal Justice Division of the Governor of Texas' Office SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect SECTION 3 That this ordinance shall be cumulative of Ordinance No 12074 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4. Texas 16~layor and Council Communication DATE REFERENCE NUMBER LOG NAME PAGE 03/26/96 **G-11434 80GRANT 1 of 2 svsJECT ADOPTION OF APPROPRIATION ORDINANCE, APPLICATION FOR AND ACCEPTANCE OF A GRANT FROM THE GOVERNOR'S INTERIM PLAN FOR SAFE AND DRUG-FREE SCHOOLS AND COMMUNITIES PROGRAM TO CONTINUE THE DIAMOND HILL COALITION AFTER SCHOOL PROGRAM RECOMMENDATION• It is recommended that the City Council 1 Authorize the City Manager to apply for and accept, if awarded, a grant from the Criminal Justice Division of the Governor of Texas' Office up to 5145,114 to continue the Diamond Hill Coalition Program for the period of September 1, 1996 to August 31, 1997, and 2 Adopt the attached appropriations ordinance increasing estimated receipts and appropriations in the Grants Fund by 5145,114 from increased revenues DISCUSSION On January 30, 1996, the City Council approved M&C G-11385 authorizing acceptance of a grant in the amount of 5120,938 from the Governor of Texas' Interim Plan for Safe and Drug- Free Schools and Communities Program for an after-school program for youth ages 11-15 The Parks and Community Services Department submitted the proposal in collaboration with the YMCA and Camp Fire agencies The Diamond Hill Coalition after-school program targets youth who live in neighborhoods with high rates of violence, drug and gang related offenses, truancy and school dropouts The program provides supervised after-school recreational, educational and cultural activities for middle school youth that promote school attendance, discipline and encourage learning The first funding period of this grant is from January 1, 1996 to August 31, 1996 The second funding period for the grant would be from September 1, 1996 to August 31, 1997 Matching funds are not required in year one, however, all grants funded under the Safe and Drug-Free Schools and Communities Act are subject to the following requirements for continuation of receipt of funds in subsequent years 1 100°10 of the approved costs in year one (1), 2 80% of the first year amount in year two (2), 3 60% of the first year amount in year three (3), 4 40% of the first year amount in year four (4), and 5 20% of the first year amount in year five (5) Printed on Recyded Paper City of Fort Worth, Texas ~:: Mayor and Council Communication '~~, .,, ~•w.
