AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF $112,500.00 FOR THE PURPOSE OF
FUNDING THE FORT WORTH NATURE CENTER RND REFUGE THROUGH A GENERAL
OPERATING SUPPORT GRANT FROM THE INSTITUTE OF MUSEUM SERVICES;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE
OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH; TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for
the Fiscal Year 1995-96 and in the Budget o~f the City Manager, there shall also be
increased estimated receipts and appropriations in the Grants Fund in the amount
of $112,500 00 for the purpose of funding the Fort Worth Nature Center and Refuge
through a General Operating Support Grant through the Institute of Museum
Services
SECTION 2
Should any portion, section or part of a section of this ordinance be declared
invalid, inoperative or void for any reason by a court of competent jurisdiction,
such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect
SECTION 3
That this ordinance shall be cumulative of Ordinance No 12074 and all other
ordinances and appropriations amending the same except in those instances where
the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect and be in full force and effect and after the
date of its passage, and it is so ordained

REFUGE
RECOIVIMENDATiON
It is recommended that the City Council
1 Authorize the City Manager to apply for and accept, if awarded, the Institute of Museum
Services -General Operating Support grant in the amount of 5112,500, and
2 Adopt the attached appropriation ordinance increasing estimated receipts and
appropriations in the Grants Fund by 5112,500 upon award of the grant from increased
revenue, and
3 Accept cash and inkind contributions from various sources in amount of 516,875 for the
15 % match
DISCUSSION
The Fort Worth Nature Center and Refuge (FWNC&R) has undergone two peer reviews by the
American Association of Museums (AAM), Museum Assessment Programs (MAP) I & II in the
last three years Each of the reviews were funded by an Institute of Museum Services MAP
grant
A nature center is considered a type of museum by the AAM which is the only professional
organization that recognizes and issues accreditation to nature centers Many recommendations
made in the MAP I & II have been completed and others are being implemented A revised
advisory committee, a strategic plan, and renewed emphasis on park natural areas are some of
the noteworthy actions resulting from the reviews
The Institute of Museum Services (IMS) offers many other grants, including a General Operating
Support (GOS) grant The IMS-GOS grant, which covers a two (2) year period, is essentially a
reward for operating in a manner that is consistent with the highest operating standards in the
museum field Areas of operation considered in the grant are audience, collections, exhibitions,
management and care of collections and exhibits, education, physical facilities/safety and
security, staff, governance and management/financial management, support, and long range
planning The FWNC&R is considered a qualified contender for an IMS-GOS grant

SUBJECT CONSIDER APPLICATION FOR GENERAL OPERATING SUPPORT GRANT FROM THE
INSTITUTE OF MUSEUM SERVICES FOR THE FORT WORTH NATURE CENTER AND
REFUGE
The amount of the grant is 15% of the non federal income which includes the cash value of
volunteer hours, support from the Friends of the FWNC&R, any improvements made including
the Americans with Disabilities Act and wetland construction, and any grants or donations that
are non-federally funded This award could be as much as S1 12,500 for the two (2) year period,
depending on the final amount of the FWNC&R's adjusted budget If awarded, the grant will be
paid in eight (8) equal installments over the entire grant period
At its regular meeting on December 19, 1995, the Parks and Community Services Advisory Board
voted to "endorse staff's recommendation to the City Council to authorize the City Manager to
apply for and accept, if awarded, the Institute of Museum Services-General Operating Support
grant "
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon the approval and execution of the above
recommendation, funds will be available in the current operating budget, as appropriated, in the
Grants Fund
