HomeMy WebLinkAboutOrdinance 12358Ordinance No ~ ~~e AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SPECIAL TRUST FUND IN THE AMOUNT OF $505,000 00 FOR THE PURPOSE OF FUNDING AUTHORIZATION FOR EMERGENCY EXPENDITURE TO REBUILD BRIDGE 617 56; PROVIDING FOR A SEVERABILITY CLAUSE; -MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1995-96 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Special Trust Fund in the amount of $505,000 00 for the purpose of funding authorization for emergency expenditure to rebuild Bridge 617 56 SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect SECTION 3 That this ordinance shall be cumulative of Ordinance No 12074 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained APPR®VED AS ~~ Assistant C ~r~~ Date Adopted TO FORM ANjD LEGALITY ~C' /' ~~/ igqty Attox~fiey // ~~~~~ Effective City of Fort Worth, Texas Mayor and Council Communication DATE REFERENCE NUMBER LOG NAME PAGE 01 /16/96 G-11371 02BRIDGE 1 of 2 SUBJECT DFW RAILTRAN SYSTEM AUTHORIZATION FOR EMERGENCY EXPENDITURE TO REBUILD BRIDGE 617 56 EAST OF MINNIS LANE IN HALTOM CITY RECOMMENDATION The RAILTRAN Policy Committee recommends that the City Council 1 Accept a transfer of funds from the Dallas RAILTRAN Office to the Fort Worth RAILTRAN Office in the amount of $505,000 00 for the purpose of re-constructing the railroad bridge located at Mile Post 617 56 on the RAILTRAN line in Haltom City, and 2 Approve the attached appropriations ordinance increasing estimated receipts and appropriations by 5505,000 00 in the Special Trust Fund, from increased revenues DISCUSSION On September 1 1, 1995, TxDOT notified RAILTRAN staff that the bridge at MP 617 56, just east of Minnis Lane in Haltom City, showed severe cracking and should be checked by the Burlington Northern Santa Fe Railroad (BNSF) The BNSF was notified The bridge at MP 617 56 was re-built in 1980 with concrete box girders which were expected to withstand the necessary loads at a far lesser cost The box girders have been found to have an inherent design flaw which is beginning to show up in several structures which TxDOT is monitoring In May 1994, an inspection by the BNSF showed some cracking and the bridge was monitored weekly for further signs of failure After notification by RAILTRAN staff, BNSF inspected the bridge with TxDOT At that time the bridge was downgraded from a rating of "7" which indicates "Good Condition -some minor problems" to a "3" -
