ORDINANCE NO. ~~'7~~
AN ORDINANCE AMENDING CHAPTER 27 OF THE CODE OF THE CITY OF
FORT WORTH, TEXAS (AS AMENDED); PROVIDING FOR TAE PAYMENT
OF ASSIGNMENT PAY TO POLICE OFFICERS ASSIGNED TO PERFORM
THE SPECIALIZED DUTIES AS RANGEMASTER FOR THE POLICE
DEPARTMENT WEAPONS RANGE; PROVIDING THAT THIS ORDINANCE
DOES NOT CREATE A NEW CIVIL SERVICE CLASSIFICATION OR
VACANCY; PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE;
PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR ENGROSSMENT
AND ENROLLMENT OF THIS ORDINANCE; AND PROVIDING AN EFFEC-
TIVE DATE.
BE IT HEREBY KNOWN:
WHEREAS, the Chief of Police has advised the City Council of the
ongoing operations of the Police Department, and particularly in
regard to the specialized operation and needs of the Police Depart-
ment's Weapons Range which provides initial firearms training and
subsequent in-service qualification in the use of firearms; and
WHEREAS, the City Council finds that those individuals in the
Police Department who are from time to time assigned to perform the
specialized duties and functions as the Rangemaster who oversees the
daily operations of the Weapons Range are deserving of additional
compensation by way of assignment pay; and
WHEREAS, Chapter 143.042 of the Texas Local Government Code
authorizes the Council to provide for additional compensation in the
form of assignment pay for persons performing specialized functions
or duties within the Police Department,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF FORT WORTH, TEXAS:
SECTION 1.
That Chapter 27 of the Code of the City of Fort Worth, Texas
(1986), is hereby amended by adding a new Section 27-32 to read as
follows:
"Sec. 27-32. Assignment Pay - Rangemaster of Police Depart-
ment Weapons Range
"(a) The Police Chief may designate individuals in the
Police Department for assignment to the specialized duties as
the Rangemaster of the Police Weapons Range. A Police Officer
so assigned will perform the following additional and special-
ized functions;
(1) Plan, direct, supervise and participate in the daily
operations of the Weapons Range and the Department's
overall program of firearms training and qualifi-
cation;
(2) Acquire and demonstrate a significant amount of
specialized technical expertise relating to firearms,
the training of new personnel in the use of firearms,
as well as the subsequent in-service qualificaton of
police officers; and
(3) Perform other specialized duties relating to the
operation of the Weapons Range as assigned by the
Police Chief.
"(b) A Police Officer who performs the above specialized
functions as the Rangemaster shall receive in addition to their
regular base salary an additional sum of one hundred twenty and
no/100 dollars ($120.00) per month. 'Base salary' shall be the
amount as shown in the City's salary schedule for the current
fiscal year."
SECTION 2.
This ordinance does not create any new civil service classified
positions {ranks) within the Police Department. This ordinance does
not operate to create any new civil service vacancies at any existing
classified position within the Police Department. This ordinance
does not increase or diminish the overall number of authorized civil
service positions in the Police Department.
SECTION 3.
The Mayor and Council Communication ( "M & C" ) which is presented
contemporaneously with this ordinance is hereby expressly incorpo-
rated herein by reference for further clarification and explanation
of the purposes and intent of the Council in their adoption of this
ordinance.
SECTION 4.
This ordinance shall be cumulative of all provisions of
ordinances and of the Code of the City of Fort Worth, Texas (1986),
as amended, except where the provisions of this ordinance are in
direct conflict with the provisions of such ordinances and such Code,
in which event conflicting provisions of such ordinances and such
Code are hereby repealed.
SECTION 5.
It is hereby declared to be the intention of the City Council
that the sections, paragraphs, sentences, clauses and phrases of this
ordinance are severable, and, if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared unconsti-
tutional by the valid judgment or decree of any court of competent
jurisdiction, such unconstitutionality shall not affect any of the
remaining phrases, clauses, sentences, paragraphs and sections of
this ordinance, since the same would have been enacted by the City
Council without the incorporation in this ordinance of any unconsti-
tutional phrase, clause, sentence, paragraph or section.
SECTION 6.
The City Secretary of the City of Fort Worth is hereby directed
to engross and enroll this ordinance by copying the caption and
Section One above into the minutes of the City Council and by filing
the ordinance in the ordinance records of the City.
SECTION 7.
This ordinance shall take effect and be in full force and effect
beginning the next payroll period after its passage, and it is so
ordained.

RECOMMENDATION
It is recommended that the City Council approve the attached amendment to Chapter 27, of the
Code of the City of Fort Worth, Texas (1986), providing for the payment of assignment pay for
the Police Officer position assigned by the Chief of Police to the Police Weapons Range
DISCUSSION
Section 143 042 (d1 of the Local Government Code of the Police and Fire Civil Service Act
permits the City Council to authorize assignment pay for police officers performing specialized
functions in their department The amount of the assignment pay must be established by
ordinance and is in addition to the police officer's regular pay Such an ordinance may set
criteria that provides for payment only to a police officer on a special assignment
Chief Thomas R Windham has requested an amendment to Chapter 27, Code of the City of Fort
Worth, establishing assignment pay for the Police Officer position assigned to the Weapons
Range The attached amendment permits the Chief of Police to designate that Police Officer who
will be assigned to that position
The Police Department has an authorized Corporal position at the Weapons Range who is
designated as the Rangemaster However, the Corporal who occupied that position has been
promoted to Sergeant and placed in another assignment The Rangemaster position is required
to provide training and technical expertise to all civil service personnel which includes training
new personnel in the use of their duty weapons and conducting in-service qualification twice a
year Currently, the department has a police officer assigned to the Weapons Range who has
the necessary training and expertise for this position Since the authorized position is that of a
Corporal, the Chief of Police is requesting assignment pay for the Police Officer who has the
necessary qualifications to perform this specialized assignment
Therefore, the Police Officer position currently assigned to the Weapons Range is recommended
to receive assignment pay for the remainder of the fiscal year The Police Officer so designated
shall receive S 120 per month
This ordinance .does not create, by implication or otherwise, any new classified positions,
vacancies or ranks within the Police Department Funds required to implement the assignment
pay for the remainder of the fiscal year total $840
