HomeMy WebLinkAboutOrdinance 12559,. ~~ Ordinance No AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $400,000 00 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING JOB TRAINING PARTNERSHIP ACT, TITLE IV, 1996 QUANTUM OPPORTUNITIES PROJECT THROUGH A GRANT FROM THE U S DEPARTMENT LABOR; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1995-96 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $400,000 00 from available funds for the purpose of funding the Job Training Partnership Act, Title IV, 1996 Quantum Opportunities Project through a grant from the U S Department of Labor. SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect SECTION 3 That this ordinance shall be cumulative of Ordinance No 12074 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained APP O D AS TO FORM AND LEGALITY GG2'~ Asst City//Attorney / C~~~T ~&~ Date o/~-~:~ Adopted Effective City of Fort L~orth, Texas Mayor and Council Communication DATE REFERENCE NUMBER LOG NAME PAGE 06/18/96 C-15525 08TITLE 1 of 2 SiTBJECT GRANT CONTRACT -JOB TRAINING PARTNERSHIP ACT, TITLE IV, PROGRAM YEAR 1996 QUANTUM OPPORTUNITIES PROJECT GRANT, U S DEPARTMENT OF LABOR RECOMMENDATION It is recommended that City Council authorize the City Manager to 1 Accept a Job Training. Partnership Act (JTPA) Title IV grant from the U S Department of Labor in the amount of $200,000 to continue implementing a demonstration project to replicate and evaluate the Quantum Opportunities Project (QOP) for the contract period beginning June 28, 1996, to June 27, 1997, and 2 Accept in-kind match of $45,000 from Fort Worth Communities in Schools, and 3 Accept in-kind match of 5155,000 from JTPA Title IIC, and 4 Adopt the attached appropriations ordinance increasing estimated receipts and appropriations in the Grants Fund by 5400,000 from available funds, and 5 Execute a contract with Fort Worth Communities in Schools for an amount not to exceed 536,772 for the contract period beginning June 28, 1996, and ending June 27, 1997 DISCUSSION On June 28, 1995, the U S Department of Labor accepted a grant application from the City of Worth Fort Employment and Training Department to replicate and formally evaluate the Quantum Opportunities Project QOP is a model project developed by the Ford Foundation and directed specifically to at-risk youth entering the ninth grade Its objectives are to enable participants to complete high school and to improve their rate of entering and succeeding in post-secondary education It has been successfully pilot-tested at several sites, and is now in the demonstration stage in which it is formally evaluated before being replicated widely across the country The terms of the Department of Labor grant required that the local public school system be a partner, that acommunity-based organization be identified to operate the demonstration, that a match of 5200,000 be provided from local funds, and that the target school have a high dropout rate (at least 40% fewer graduating seniors in 1994 than entering ninth graders in 1990) Accordingly, Fort Wor,t,h ISD agreed to be a partner, the Fort Worth Communities in Schools program agreed to operate the demonstration, and contribute funds towards the cost of the project, the City of Fort Worth Employment and Training Department provided a match from the 1995 JTPA Title IIC grant, and the project was located at Paschal High School to serve 80 ninth graders _~ F .~ Printed on Receded Pacer City of Fort Worth, Texas Mayor and Council Communication DATE 06/18/96 RSFERENCS NUMBER C-15525 LOG NAME 08TITLE PAGE 2 of 2 SUBJECT GRANT CONTRACT -JOB TRAINING PARTNERSHIP ACT, TITLE IV, PROGRAM YEAR 1996 QUANTUM OPPORTUNITIES PROJECT GRANT, U S DEPARTMENT OF LABOR The project is now entering its second year, with contributions of $155,000 from JTPA Title IIC and 545,000 from Communities in Schools FISCAL INFORMATION/CERTIFICATION The Director of Fiscal Services certifies that upon approval and execution of the above recommendations and adoption of the attached appropriation ordinance funds will be available in the current operating budget, as appropriated; in the Grants Fund LW f Submitted for City Manager's FUND ACCOUNT CENTER AMOUNT CITY SECRETARY Office by: (to) GR76 488064 008210387000 $200,000 00 gppR4VED Ramon Guajardo 6191 GR76 488349 008210387000 $200,000.00 ®, 1 ~~ ~ Originating Department Head: GR76 516010 008210387010 $200,000.00 CI TY ~ ~J ~ GR76 517040 013210387020 $200,000 00 !
