AN ORDINANCE APPROPRIATING $61,791 00 TO THE GENERAL FUND, AND DECREASING THE
UNRESERVED, UNDESIGNATED GENERAL FUND BALANCE BY THE SAME AMOUNT FOR THE
PURPOSE OF PROVIDING INTERIM FINANCING FOR THE LITERACY PROGRAM 76106 COl\~IlVI[JIVITY
YOUTH DEVELOPMENT PRO3ECT, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1995-96 and in the Budget of the City
Manager, there shall also be increased appropriations in the General Fund, in the amount of $61,791.00; thereby decreasing the
unrestricted, undesignated Fund Balance by the same amount, for the purpose providing interim financing for the Literacy Program
76106 Community Youth Development Project.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of
competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of
sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12074 and all other ordinances and appropriations amending the same
except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations,
in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

COMMUNITY YOUTH DEVELOPMENT PROJECT - IN DIAMOND HILL AND
NORTHSIDE LIBRARIES
RECOMMENDATION.
It is recommended that the City Council
1. Authorize the City Manager to apply for and execute a grant contract with Tarrant County
for the City to receive funding, not to exceed a total of $82,268 for a literacy program in
the 76106 Zip Code, and
2 Adopt the attached supplemental appropriations ordinance increasing appropriations by
561,791 in the General Fund and decreasing the unreserved, undesignated fund balance
of the General Fund by the same amount, for interim financing of the FY 97 balance of this
project pending the execution of the contract with Tarrant County for the 76106 project,
and
3 Approve a temporary transfer of 561,791 from General Fund to the Grants Fund for interim
financing of the balance of this project, and
4 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by 561,791 from increased revenue
DISCUSSION
Tarrant County is the primary recipient of funds from the Texas Department of Protective and
Regulatory Services for a contract which addresses community development issues in Fort
Worth's 76106 Zip Code The City of Fort Worth has been offered funding for a literacy program
that targets this area Tarrant County will also offer sub-contracts to other community based
organizations This grant was approved on July 9, 1996 (M&C Reference Number C-15542) and
FY 96 interim funding of 520,477 approved at that time Approval for 561,791 for the
operational portion of the grant for State Fiscal Year 1997 (September, 1996 -August, 1997)
is requested Tarrant County will reimburse the City for its grant expenses as a grant
subcontractor
The Library's project, JUNTOS PODEMOS (Together, We Can!) will establish computer
laboratories in the Northside and Diamond Hill/Jarvis branches to support four initiatives after-
school tutoring, family and computer literacy, oral history and a community newsletter The
project is aimed at Northside teens and their families It will be implemented by a Coordinator
and three Assistants, under the direction of the Northside Branch Manager

Grant staff will be hired under Personal Services contracts, therefore, indirect costs will not be
applicable to this contract since there will be no City employees' salaries charged to the grant
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon approval of the above recommendations and
adoption of the attached appropriations ordinance, funds required for interim financing will be
available, as appropriated, in the Grants Fund
After the above transfer, the undesignated, unreserved fund balance of the General Fund will be
527,652,516
Upon execution of the Tarrant County contract, the 561,791 used as interim financing will be
transferred back to the General Fund
