HomeMy WebLinkAboutOrdinance 12764Ordinance No. AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE AVIATION Il~IPROVEMENTS CAPITAL PROJECTS FUND IN THE AMOUNT OF $774,152.00 FROM AVAILABLE FUNDS FOR THE PURPOSE OF PURCHASING AN APPROACHING LIGHTING SYSTEM FOR RUNWAY 16 AT ALLIANCE AIRPORT, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Aviation Improvements Capital Projects Fund in the amount of $774,152.00 from available funds for the purpose of purchasing an approaching lighting system for runway 16 at Alliance Airport. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 12629 and' all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained. It is recommended that the City Council 1 Authorize the non-interest bearing interfund loan from the Capital Projects Reserve Fund to the Aviation Improvements Capital Projects Fund in the amount of 5774,152 00, and 2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Aviation Improvements Capital Projects Fund by 5774,152 00 from available funds, and 3 Authorize the purchase of and execution by the City Manager of a contract for the purchase approach Lighting System (ALSF-2) for Runway 16 at Alliance Airport from New Bedford Panoramex Corporation not to exceed an amount of 5774,151 42 DISCUSSION. On April 1 1, 1995 the City Council approved Resolution 2055 acknowledging the importance of the Federal Express Southwest Hub being located at Alliance Airport and the City's commitment to the completion of the airport improvements required by this project By this resolution, the City Council assured that if necessary, local funds would be available so that the required improvements could be completed within the desired schedule As part of the improvements to the Alliance Airport related to the requirements of the Federal Express project, the City agreed to upgrade the existing Category I Instrument Landing System to a Category III Instrument Landing System (Cat III) The conversion of the existing system to a Cat III requires a new approach lighting system New Bedford Panoramex Corporation is the sole supplier of this approach lighting system, as specified by the Federal Aviation Administration (FAA) A bid was solicited from New Bedford Panoramex in accordance with FAA specifications and received an July 22, 1996 The amount of the bid was 5896,317 59 Subsequent to receipt of the bid, the staff 'met with representatives of New Bedford Panoramex on September 5, 1996 in an attempt to negotiate a lower purchase price New Bedford Panoramex revised their bid to 5699,172 59 for equipment plus a system integration fee of 554 73 per hour with a not to exceed cost of 574,978 83 The total system cost not to exceed delivered cost of the ALSF-2 System is 5774,151 42 The installation and future maintenance of the System will be provided- by the FAA City of Fort Worth, Texas Mayor and Council Communication DATE REFERENCE NiJMBER LOG NAME PAGE 11 /12/96 ~_8158 02BEDFOR 2 of 2 SUBJECT APPROPRIATION ORDINANCE AND PURCHASE OF AN APPROACH LIGHTING SYSTEM FOR RUNWAY 16 AT ALLIANCE AIRPORT FROM NEW BEDFORD PANORAMEX CORPORATION To be able to meet the needs of Federal Express, it is necessary that the City purchase the ALSF- 2 System at this time A grant application in the amount of 5774,151 42 has been submitted to the FAA for reimbursement to the City for the cost of the ALSF-2 System Although New Bedford Panoramex is not a locally certified M/WBE firm, this firm is a certified MBE by the City of Los Angeles, California FISCAL INFORMATION/CERTIFICATION.
