HomeMy WebLinkAboutOrdinance 12368Ordinance No . _~--~_~ (~ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $1,000,000.00 FOR THE PURPOSE OF FUNDING THE ACQUISITION AND DEVELOPMENT OF SOUTHWEST COMMUNITY PARK THROUGH A GRANT OF TEXAS PARKS AND WILDLIFE DEPARTMENT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1995-96 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $1,000,000 00 for the purpose of funding the acquisition and development of Southwest Community Park through a grant from the Texas Parks and Wildlife Department SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect SECTION 3. That this ordinance shall be cumulative of Ordinance No 12074 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4. This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained APPROVED AS TO FORM AND LEGALITY: q s ~,,,,,~,,,'~F7 e C ssis nt City Attorney ' Date Adopted Effective City of Fort tiPorth, Texas Mayor and Council Communication DATE REFERENCE NUMBER LOG NAME PAGE 01 /23/96 G-11379 80WILD 1 of 2 SUBJECT GRANT APPLICATION TO TEXAS PARKS AND WILDLIFE DEPARTMENT FOR ACQUISITION AND DEVELOPMENT OF SOUTHWEST COMMUNITY PARK RECOMMENDATION It is recommended that the City Council 1 Authorize the City Manager to submit an application for and accept, if awarded, a grant from the Texas Parks and Wildlife Department for Southwest Community Park in the amount of 5500,000, and 2 Authorize the transfer of 5500,000 from Parks and Recreation Improvements Fund to Grants Fund for the City's 50% match upon notification of award, and 3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriation in the Grants Fund by 51,000,000 00 from increased revenues upon notification of award DISCUSSION The Parks and Community Services Department (PACDS) is preparing a grant application to the Texas Parks and Wildlife Department to obtain matching funds for the acquisition and development of a community park in the far southwest quadrant of the City The proposed park is located in COUNCIL DISTRICT 6 The need and funding for "Community Parks" and an athlete complex were identified as a portion of the 1986 Capital Improvement Program, (C I P) Proposition No 2, Park and Recreation Improvements Bonds in the amount of 51,000,000 have been sold for acquisition of two 12) community parks, one each in the southwest and west areas of the city To meet the growing demand for athletic facilities it is proposed to leverage local funds with a state local park fund grant to acquire approximately 50 acres and provide phase one improvements for the subject park The PACSD will apply for funds through the Texas Parks and Wildlife Department's Recreation and Parks Account Program This program provides grants-in-aid for political subdivisions within the state for acquisition and development of parks The grants-in-aid may not exceed fifty (50%) percent of the project cost The proposed grant application would use 1986 C I P funds as the City's match It is anticipated that the total grant amount will be 51,000,000 with the local share being 5500,000 and the state share an equal amount This amount is within the maximum grant funding being offered at this time by the Texas Parks and Wildlife Department Printed on Regded Paper City of Fort iQorth, Texas Mayor and Council Communication DATE REFERENCE NUMBER LOG NAME PAGE 01 /23/96 G-11379 80WILD 2 of 2 SUBJECT GRANT APPLICATION TO TEXAS PARKS AND WILDLIFE DEPARTMENT FOR ACQUISITION AND DEVELOPMENT OF SOUTHWEST COMMUNITY PARK While the capital needs for this project will be addressed by the proposed grant and existing C I P appropriations, an impact on the General Fund budget would be anticipated once the project is completed Present estimates indicate a $103,000 annual operating and maintenance cost while producing 528,080 in revenues On January 16, 1996, the Parks and Community Services Advisory Board approved a motion to recommend to the City Council that it 1 Approve the submission of a grant request in the amount of 5500,000 for matching funds to the Texas Parks and Wildlife Department for Southwest Community Park, and 2 Adopt a resolution authorizing the City Manager to sign the grant application and act as the City's representative in all matters relative to the grant Indirect costs do not apply to the grant application because no City salaries are involved FISCAL INFORMATION/CERTIFICATION The Director of Fiscal Services certifies that upon approval of the above recommendations and adoption of the attached appropriations ordinances, funds will be available, as appropriated, in the Grants Fund LW a Submitted for City Manager's FUND ACCOUNT CENTER AMOUNT CITY SECRETARY Office by: (to) (3) GR76 451956 080306358000 $500 000.00 Ar'~?tl4J1E~L/ Libby Watson 6140 (2)(3) GR76 472005 080306358000 $500,000 00 ~ ~~~ (~~~+~~ Originating Department Head: (3) GR76 539120 080306358010 $1 000 000 00 ~° '~B ~F'SS C~ ~ ~~' ' Richard Zavala 5700 (from) . a r .
