HomeMy WebLinkAboutOrdinance 12370Ordinance No AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $400,000 00 FOR THE PURPOSE OF FUNDING BOAT RAMP IMPROVEMENTS AT ARROW S AND LAKE ARLINGTON PARKS THROUGH A GRANT FROM THE TEXAS PARKS AND WILDLIFE DEPARTMENT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1995-96 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $400,000 00 for the purpose of funding ramp improvements at Arrow S and Lake Arlington Parks through a grant from the Texas Parks and Wildlife Department SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect SECTION 3 That this ordinance shall be cumulative of Ordinance No 12074 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained APPR ED AS TO FORM AND LEGALITY GG'G'G~ lam" Assistant City A rney /-/7- ~(r Date ~ a~ ~~ Adopted Effective City of Fort Worth, Texas Mayor and Council Communication DATE NUMBER I LOG NAME I PAGE 01 /23/96 G-11380 80BOAT 1 of 3 SUBJECT GRANT APPLICATION TO TEXAS PARKS AND WILDLIFE DEPARTMENT FOR BOAT RAMP IMPROVEMENTS AT ARROW S AND LAKE ARLINGTON PARKS RECOMMENDATION It is recommended that the City Council 1 Authorize the City Manager to submit an application for and accept, if awarded, a grant from the Texas Parks and Wildlife Department for boat ramp improvements at Arrow S and Lake Arlington parks in the amount of 5200,000, and 2 Adopt the attached appropriations ordinance increasing estimated receipts and appropriations in the Lake Worth Trust Fund by 51.50,000 and Capital Project Reserve Fund by 550,000 from increased revenues, and 3 Authorize the transfer of 5150,000 from the Lake Worth Trust Fund to Grants Fund for the City's 75% match, and 4 Authorize the transfer of 550,000 from the Capital Project Reserve Fund to Grants Fund for the City's 25% match, and 5 Adopt the attached appropriations ordinance increasing estimated receipts and appropriations in the Grants Fund by 5400,000 from increased revenues DISCUSSION The Parks and Community Services Department (PACSD) is preparing a grant application to the Texas Parks and Wildlife Department's Boat Ramp Program to obtain matching funds for improvements to boat ramp facilities at Arrow S and Lake Arlington Parks The proposed projects are located in COUNCIL DISTRICTS 7 and 5, respectfully The need to reconstruct both boat ramp facilities is demonstrated through citizen inquiries for improvements and reports of damage to boat trailers due to existing conditions The Texas Parks and Wildlife Department administers agrants-in-aid program which receives funding from the Federal Aid in Sport Fish Restoration Act, and the State Game, Fish and Water Safety Fund The State Boat Ramp Program is intended to provide public access to public waters for boating, fishing and recreational purposes Grants for these types of facilities are available from .the Texas Parks and Wildlife Department on a 75% state share -
