HomeMy WebLinkAboutOrdinance 12670ORDINANCE NO ~ ~ ~~ 7 AN ORDINANCE AMENDING SECTIONS 35-56(b), 35-56(g), and 35-56(h) OF CHAPTER 35 OF THE CODE OF THE CITY OF FORT WORTH (1986), AS AMENDED, BY REVISING AND ADDING CERTAIN RATES AND CHARGES, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES, REPEALING ALL ORDINANCES AND PROVISIONS OF THE FORT WORTH CITY CODE IN CONFLICT HEREWITH, PROVIDING A SAVINGS CLAUSE, PROVIDING A SEVERABILITY CLAUSE, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH. SECTION 1 That Section 35-56(b) of Chapter 35 of the Code of the City of Fort Worth (1986); as amended, is hereby amended to be and read as follows RAW WATER SERVICE All use per month $0 6218 per 1,000 gallons inside Tarrant County Water Control and Improvement District No 1 All use per month $0 6963 per 1,000 gallons outside Tarrant County Water Control and Improvement District No 1 SECTION 2. That Section 35-56(g) of Chapter 35 of the Code of the City of Fort Worth (1986), as amended, is hereby amended to be and read as follows. RATE FOR WHOLESALE WATER SERVICE Volume ($/1,000 gallons)* $0 4349 Maximum Day ($/MGD excess) $86,577 Maximum Hour ($/MGD excess) $30,695 Customer ($/Meter/Month) $ 25 00 *plus raw water cost 4 - J ~ SECTION 3 That Section 35-56(h) of Chapter 35 of the Code of the City of Fort Worth (1986) as amended, is hereby amended to be and read as follows RATE FOR WHOLESALE WASTEWATER SERVICE Volume (per 1,000 gallons) $0.3875 BOD ($/pound) $0.2007 TSS ($/pound) $0 1674 Customer ($/month) $ 75 00 SECTION 4. This ordinance shall be cumulative of all provisions of ordinances and of the Code of the City of Fort Worth, Texas (1986), as amended, except where the provisions of this ordinance are in direct conflict with the provisions of such ordinance and such Code, in which event conflicting provisions of such ordinances and such Code are hereby repealed. SECTION 5. It is hereby declared to be the intention of the City Council that the sections, paragraphs, sentences, clauses and phrases of this ordinance are severable, and, if any phrase, clause, sentence, paragraph or section of this ordinance shall be declared unconstitutional by the valid judgment or decree of any court of competent jurisdiction, such unconstitutionality shall not affect any remaining phrases, clauses, sentences, paragraphs and sections of this ordinance, since the same would have been enacted by the City Council without the incorporation m this ordinance of any such unconstitutional phrase, clause, sentence, paragraph or section. .. j SECTION 6. DISCUSSION Each year wholesale water and wastewater rate studies are prepared in accordance with the terms of the uniform wholesale customer contracts. For FY 1997 rates, the wholesale water rate study was conducted by Deloitte & Touche, LLP, while the wholesale wastewater study was completed by staff. The studies indicated that the rate structures below will recover the costs of providing wholesale service A joint meeting of the Wholesale Water Advisory Committee and the Wholesale Wastewater Advisory Committee was held August 2, 1996 to present the studies and the rate requirements. Watt .Rates ~ .~ The cost of untreated water supplied by Tarrant County Water Control and Improvement District No. 1 is SO 57575 for use inside the district and SO 84475 outside the district. Adjusted for street rental and system loss, the raw water charge to customers is 50.6218 inside the district and SO 6963 outside the district and is a direct "pass through" to the wholesale water customers..
