AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $658,330 00 FROM AVAILABLE FUNDS FOR THE
PURPOSE OF FUNDING THE TUBERCULOSIS OUTREACH PROGRAM AND THE SEXUALLY
TRANSMITTED DISEASE INTERVENTION PROGRAM THROUGH A GRANT FROM THE
TEXAS DEPARTMENT OF HEALTH, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR
ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget
of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount
of $658,330 00 from available funds for the purpose of funding the Tuberculosis Outreach Program and the Sexually
Transmitted Disease Intervention Program through a grant from the Texas Department of Health.

SECTION 2. +
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and
effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending
the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby
expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

DEPARTMENT PROGRAMS, (TB OUTREACH AND STD DISEASE INTERVENTION)
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to apply for and accept Texas Department of Health contract
renewals for the Tuberculosis Outreach program and the Sexually Transmitted Disease
Intervention program in the amounts of $428,633 and 5229,697 respectively, and
2 Authorize anon-interest bearing interfund loan from the General Fund to the Grants fund
in the amount. of 5164,582 for interim financing of 25% of these two grant projects
pending contract execution, and
3 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations by 5658,330 in the Grants Fund from available funds, and
4 Waive indirect costs for these two grant projects in the amount of 51 1 1,774 based on the
current indirect cost rate for this department of 22 69%
DISCUSSION
The Texas Department of Health (TDH) provides funding support to the Health Department in the
form of grant contracts Each year, as grant contracts expire, there is frequently a delay in
receipt of contract renewals Both the TB Outreach and STD Intervention grant contracts expire
December 31, 1996 TDH has indicated verbally and in writing its intent to fund contract
renewals for these programs, however, renewal contracts have yet to arrive for execution
Total funding for TB Outreach is expected to be 5428,633 and total funding for STD Intervention
is expected to be 5229,697 The 5164,582 requested in interim financing will fund these two
programs for athree-month period, beginning January 1, 1997 TB Outreach interim financing
needs are 5107,158 STD Intervention interim financing needs total 557,424
In recent years, all .indirect costs associated with TDH grants were waived by the City Council
to maximize potential funding and prevent Public Health Department staff and service reductions
Collection of indirect costs on these projects would require transfers of funds from personnel
categories, resulting in substantial reductions of staff and services
Specific allocatitons within each program are to be established in Grant Fund GR76 as follows
