AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $149,998.37 FROM INCREASED REVENUES FOR THE
PURPOSE OF FUNDING THE COMMUNITY AFFAIRS COMPREHENSIVE ENERGY
ASSISTANCE PROGRAM THROUGH A GRANT FROM THE TEXAS DEPARTMENT OF
HOUSING AND COMMUNITY AFFAIRS, PROVIDING FOR A SEVERABILITY CLAUSE,
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL
PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget
of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount
of $149,998.37 from increased revenues for the purpose of funding the Community Affairs Comprehensive Energy
Assistance Program through a grant from the Texas Department of Housing and Community Affairs.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and
effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending
the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby
expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

SUBJECT APPROPRIATIONS ORDINANCE AND EXTENSION OF CONTRACT WITH THE TEXAS
DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS COMPREHENSIVE ENERGY
ASSISTANCE PROGRAM THROUGH DECEMBER 31, 1996
RECOMMENDATION
It is recommended that the City Council authorize the City Manager to
1 Accept funds in the amount of 5149,998 37 from the Texas Department of Housing and
Community Affairs, increasing the 1996 allocation from 5805,145 63, to 5955,144 00,
and
2 Adopt the attached appropriations ordinance increasing estimated receipts and allocations
in the Grants fund by 5149,998 37 from increased revenue, and
3 Apply indirect cost rates in accordance with the City's Administration Regulations 3-15,
at a rate of 21 52 %, which represents the most recently approved rate for this department,
and apply the new, approved rate when available
DISCUSSION
The Texas Department of Housing and Community Affairs (TDHCA) has notified the City of Fort
Worth that the 1996 Comprehensive Energy Assistance Program (CEAP) allocation has been
increased by 5149,998 37 This extension for the CEAP proposes to continue services to
households at or below 125% of the Federal Poverty Level
The goals of this program are to
1) address the needs of a household through case management and outreach,
2) assist a household in developing goals for self sufficiency,
3) provide a co-payment for a household with an energy burden higher than that of the
average household,
4) provide relief to low-income elderly and disabled occupied households that are subject to
high energy costs for home heating and cooling,
5) provide assistance in an energy related crisis, and
6) serve approximately 528 households benefiting an estimated 1,817 persons
The administrative cost is restricted to a rate of 6 25%, case management to a rate of 6 25%
and direct services support to a rate of 5% The remaining funds will be used for
elderly/disabled, energy crisis, co-payment and assistance with heating and cooling systems for
the duration of the contract
