HomeMy WebLinkAboutOrdinance 12473Ordinance No AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $747,000 00 FOR THE PURPOSE OF FUNDING THE RESTORATION AND MANAGEMENT OF SELECTED WETLAND AREAS ON THE FORT WORTH NATURE CENTER AND REFUGE THROUGH A GRANT FROM THE NATIONAL FISH AND WILDLIFE FOUNDATION; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1995-96 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $747,000 00 for the purpose of funding the restoration and ,management of selected wetland areas on the Fort Worth Nature Center and Refuge through a grant from the National Fish and Wildlife Foundation SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect SECTION 3 That this ordinance shall be cumulative of Ordinance No 12074 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained APPROVED AS TO FORM AND LEGALITY Assi t~nt Cit~Cttorney ~ ~~ '~~S-~~1 D to e Adopted Effective City of Fort Worth Texas Mayor and Council Communication DATE REFERENCE NUMBER LOG NAME 80FISH PAGE 1 of 1 04/09/96 **G-11445 SUBJECT APPROPRIATION ORDINANCE AND APPLICATION TO THE NATIONAL FISH AND WILDLIFE FOUNDATION FOR THE FORT WORTH NATURE CENTER AND REFUGE RECOMMENDATION It is recommended that the City Council 1 Authorize the City Manager to apply for, and accept if awarded, a grant from the National Fish and Wildlife Foundation (NF&WF) for a maximum of 5747,000 to restore and manage selected wetland areas on the Fort Worth Nature Center and Refuge with related educational and recreational programs, and 2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by 5747,000 from increased revenues DISCUSSION During the late 80's and early 90's, the levee system at the Fort Worth Nature Center and Refuge was damaged by persistent flooding due to extended rainfall events This damage caused fluctuating water levels and impacts to wetland ecosystems In addition, the damage prevented public access to over 2,000 acres of land and ten miles of nature trails A plan has been prepared to restore or modify the levee's, develop a wetland management plan with the aid of the City Geographical Information System (GIS), and conduct a wetlands and waterfowl education program based on habitat and water quality issues that also ties in with the City of Fort Worth Storm Water Discharge Permit The grant from the NF&WF Foundation could fund part or all of the proposed project FISCAL INFORMATION/CERTIFICATION The Director of Fiscal Services certifies that upon award and execution of the grant and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Grants Fund LW a Submitted for City Manager's FUND ACCOUNT CENTER AMOUNT CITY SECRETARY Office by: (to) GR76 451951 080428377000 $747,000.00 P O 747 000 00 AP R VED Libby Watson 6183 GR76 539120 080428377010 , . $ ! ~A!
