AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE WATER CAPITAL PROJECTS FUND IN THE AMSUNT OF $51,459 75 FOR THE
~ PURPOSE OF FUNDING CHANGE ORDER NO 2 FOR THE CONTRACT WITH JRB
CONSTRUCTION, INC , FOR REHABILITATION OF WATER MAINS ON LOWDEN
STREET, BOWIE STREET, RYAN AVENUE, CHAPARRAL LANE AND STADIUM DRIVE;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE
OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for
the Fiscal Year 1995-96 and in the Budget of the City Manager, there shall also be
increased estimated receipts and appropriations in the Water Capital Projects Fund
in the amount of $51,459 75 for the purpose of funding Change Order No 2 for the
contract with JRB Construction, Inc for rehabilitation of water mains on Lowden
Street, Bowie Street, Ryan Avenue, Chaparral Lane, and Stadium Drive
SECTION 2
Should any portion, section or part of a section of this ordinance be declared
invalid, inoperative or void for any reason by a court of competent jurisdiction,
such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or°parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect
SECTION 3
That this ordinance shall be cumulative of Ordinance No 12074 and all other
ordinances and appropriations amending the same except in those instances where
the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect and be in full force and effect and .after the
date of its passage, and it is so ordained

SUBJECT APPROPRIATION ORDINANCE AND PROPOSED CHANGE ORDER NO 2 FOR THE

AND STADIUM DRIVE
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to transfer 551,459 75 from Water and Sewer Operating Fund
to the Water Capital Projects Fund, and
2 Adopt the attached appropriations ordinance increasing, estimated receipts and
appropriations in the Water Capital Projects Fund in the amount of 551,459 75, and
3 Authorize Change Order No 2 in the amount of 551,459 75 to the Water Main
Rehabilitation Contract Z, Part II (City Secretary Contract No 21327) with JRB
Construction, Inc ,revising the total contract cost to 5548,258 85
DISCUSSION
On August 15, 1995 (M&C C-12085), the City Council authorized the award of this contract to
JRB Construction, Inc for the rehabilitation of the water mains on Lowden Street, Bowie Street,
Ryan Avenue, Chaparral Lane and Stadium Drive
During the construction of the project a number of conditions were encountered which required
additional work or modification of the design The conditions are described as follows
Ryan Avenue (between RR~, south and Berry St.)
Concrete beneath the HMAC -Excavation revealed a concrete sub-base which had to be
cut for water main replacement and then replaced for proper street repair
Concrete Pavement Repair -Proper water main replacement required cutting and repairing
portions of the concrete pavement on Berry Street and use of a high early strength mix to
minimize the disruption to the traffic
Chaparral Lane (between Bellaire Drive and Harlanwood Drive)
Cement Stabilized Subgrade -The City soil laboratory determined that existing soil
conditions warranted an increase in the ratio of cement to soil to properly stabilize the
foundation for the street

Concrete Pavement Repair -Replacement of the water main required extending the trench
into the concrete pavement on Bellaire Drive There was no item for concrete pavement
repair under the original proposed' scope of work on Chaparral Lane
The net effect of the proposed changes is summarized below

The Department of Engineering has reviewed and recommends the above changes
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon approval and completion of recommendation
1 and the adoption of the attached appropriations ordinance, funds will be available in the current
operating budget of the Water Capital Projects Fund
