AN ORDINANCE APPROPRIATING $111,101 00 TO THE GENERAL FUND, AND DECREASING THE
UNRESERVED, UNDESIGNATED GENERAL FUND BALANCE BY THE SAME AMOUNT FOR THE
PURPOSE OF PROVIDING INTERIM FINANCING FOR CONDUCTING A COMPLAINT HANDLING SYSTEM
AND INVESTIGATION AND ENFORCEMENT PROGRAM FOR OUTDOOR AIR POLLUTION, PROVIDING
FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATNE OF PRIOR ORDINANCES
AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City deparhnents for the Fiscal Year 1995-96 and in the Budget of the City
Manager, there shall also be increased appropriations in the General Fund, in the amount of $111,101 00; thereby decreasing the
unrestricted, undesignated Fund Balance by the same amount, for the purpose providing interim fmancing for conducting a complaint
handling system and investigation and enforcement program for outdoor air pollution.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of
competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of
this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12074 and all other ordinances and appropriations amending the same except in
those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which
instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

SUBJECT APPROVAL OF CONTRACT WITH THE TEXAS NATURAL RESOURCE CONSERVATION
COMMISSION FOR FY 96-97 SERVICES
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to execute an agreement with the Texas Natural Resource
Conservation Commission (TNRCC) in the amount of 51 1 1,101 00 for conducting a
complaint handling system and investigation and enforcement program for outdoor air
pollution during the period of September 1, 1996 through August 31, 1997, and
2 Adopt the. attached appropriations ordinance increasing appropriations by $1 1 1,101 00 in
the General Fund and decreasing the unreserved, undesignated fund balance of the General
Fund by the same amount for interim financing costs pending the execution of this contract
with TNRCC, and
3 Adopt the attached appropriations ordinance, increasing estimated receipts and
appropriations in the Grants Fund by 51 1 1,101 00 from increased available funds
4 Approve the transfer of 51 1 1,101 00 from the General Fund to the Grants Fund, and
DISCUSSION
Since FY 1991-1992, the City has entered into an annual contract with the TNRCC for the City
to provide certain air pollution control services within Fort Worth The services provided include
Complaint Investigation, New Source Review and Comment, Annual Inspections at VOC Sources,
Used Car Emission Device Inspections and Stage II Vapor Recovery System Inspection at area
gas stations
Indirect costs are not applicable to this portion of the Air Pollution Control grant
The City must provide matching funds such that the. combined federal and state share of the total
funding for the City of Fort Worth Air Pollution Program shall not exceed 67% The matching
funds must be allocated per maintenance-of-effort requirements for federal air pollution grants
The departmental budget proposed for FY 96-97 includes 5130,820 00 identified as in-kind
match for the Air Pollution Control Program In addition, it is anticipated that Tarrant County will
renew their contract to pay the City 536,260 00 annually for Air Pollution Program work which
can be used towards the matching funds requirement

FISCAL CERTIFICATION/INFORMATION
The Director of Fiscal Services certifies that upon approval of the above recommendations and
attached appropriations ordinance and execution of the contract with TNRCC, funds will be
available as appropriated, In the Grants Fund
The Director of Fiscal Services further certifies that upon execution of the contract with TNRCC, "
the S 1 1 1,101 00 used as interim financing will be returned to the Undesignated, Unreserved
fund balance in the General Fund
The Undesignated, Unreserved fund balance after this action in Recommendation #2 takes effect
will be $27,541,415
