HomeMy WebLinkAboutOrdinance 12479~1~~f k ORDINANCE NO~~~~`,' AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SEWER CAPITAL PROJECTS FUND IN THE AMOUNT OF $436,485.00 FROM INCREASED REVENUE FOR THE PURPOSE OF FUNDING SMALL-DIAMETER SANITARY SEWER CLEANING FOR SANITARY SEWER MAIN 36SR DRAINAGE AREA, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for the Fiscal Year 1995/96 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Sewer Capital Projects Fund in the amount of $436,485.00 from increased revenue for the purpose of funding Small- Diameter Sanitary Sewer Cleaning for Sanitary Sewer Main 36SR Drainage Area. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 12074 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained. It is recommended that the City Council 1 Authorize the City Manager to transfer 5436,485 00 from the Water and Sewer Operating Fund to the Sewer Capital Projects Fund, 2 Adopt the attached appropriations ordinance increasing. estimated receipts and appropriations in the Sewer Capital Projects Fund in the amount of 5436,485 00 from increased revenue, and 3 Authorize the City Manager to execute a contract with Chief Contractors, Inc in the amount of 5415,700 00 fortheSmall-Diameter Sanitary Sewer Cleaning for Sanitary Sewer Main 36SR Drainage Area DISCUSSION. On November 28, 1995 (M&C C-15149), the City Council authorized an engineering agreement with RJN Group, Inc for Sanitary Sewer Main 36SR Drainage Area Inflow/Infiltration Evaluation Study and Sewer Improvements (Group 5, Contract 2) As a part of this agreement, the consultants prepared a contract to clean approximately 252,356 L F of sanitary sewer lines ranging from 6 to 15-inch in diameter Cleaning of these sewers will reduce the potential of sewer backups and manhole overflows during dry weather, provide more accurate flow monitoring results, and facilitate the sewer system evaluation survey in the next phase of the Inflow/Infiltration Evaluation Study This project is a part of the Integrated Wet Weather Wastewater Management Program to comply with an Administrative Order from the U S Environmental Protection Agency to eliminate sewer overflows and bypasses in the City's wastewater collection system This project was advertised in the Fort Worth Star Telegram on January 18 and 25, 1996 On February 15, 1996, the following bids were received BIDDERS BID AMOUNT CONTRACT TIME Chief Contractors, Ine 5415,700 00 All work to be National Power Rodding Corp $564,600 70 completed by CLS Service & Supply, Inc 5608,186 20 October 1, 1996 Printed on Retyded Paper City of Fort Worth, Texas Mayor and Council Communication DATE REFERENCE NUMBER LOG NAME PAGE 04/09/96 **C-15382 60CHIEF 2 of 2 SUBJECT APPROPRIATION ORDINANCE AND AWARD OF CONTRACT TO CHIEF CONTRACTORS INC FOR SMALL-DIAMETER SANITARY SEWER CLEANING FOR SANITARY SEWER MAIN 36SR DRAINAGE AREA Chief Contractors Inc is in compliance with the City's M/WBE ordinance by committing to 14 40% M/WBE participation The City's goal on this project is 14% The M 36SR Drainage Area is located in the southern part of Fort Worth in the Sycamore Creek Drainage Basin (COUNCIL DISTRICTS 8 & 91 The area is generally bounded on the north by Lowden Street, the east by Union Pacific Railroad, the south by Boyce Ave and the west by Santa Fe Railroad In addition to the contract amount, 520,785 is required for contingencies FISCAL INFORMATION/CERTIFICATION.
