AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $72,769.00
FROM INCREASED REVENUE FOR THE PURPOSE OF FUNDING THE JOB
TRAINING PARTNERSHIP ACT TITLE IV YOUTH FAIR CHANCE
CONTRACT WITH THE IJ.S. DEPARTMENT OF LABOR, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1995/96 and in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of $72,769.00 from increased revenue for the purpose of funding the Job Training Partnership
Act Title IV Youth Fair Chance Contract with the U.S. Department of Labor
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance; which said remaining provisions shall be and
remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 12074 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances
and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so
ordained.

DEPARTMENT OF LABOR
RECOMMENDATION
It is recommended that the City Council
Authorize the City Manager to execute an amendment to the Job Training Partnership Act
Title IV Contract with the United States Department of Labor for the Youth Fair Chance
program to increase the contract by $72,769 to a new total contract amount of
54,141,484, and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by 572,769 from increased revenues
DISCUSSION
On July 12, 1994, the City Council approved M&C #C-14383 and authorized execution of a
contract in the amount of 53,000,000 with the U S Department of Labor for implementation of
the Youth Fair Chance program for the contract period July 1, 1994 to December 30, 1995 On
January 17, 1995, the City Council approved M&C #C-14633 and the contract was amended
to add 568,715 to implement the AmeriCorps Program in conjunction with the Youth Fair Chance
program, thereby, increasing the total contract amount to 53,068,715
On June 13, 1995, the City Council approved M&C #C-14868 and the contract was again
amended to add an additional 51,000,000, increasing the total contract amount to 54,068,715,
and extending the ending date to June 30, 1997
The Youth Fair Chance program is a comprehensive employment and training program that
provides educational, training and social services to residents of the Stop Six and Polytechnic
communities The program is administered by the Employment and Training Department
Services are provided at the Youth Fair Chance Center through subcontracts and through in-kind
contributions
AmeriCorps is a national service initiative signed into law by President Bill Clinton Seven (71
AmeriCorps members have been identified to work in various functional areas with the Youth Fair
Chance program In exchange for one or two years, or a minimum of 1700 hours of community
service, these members will receive educational awards of 54,725 to help finance their college
education The additional 572,769 will allow the AmeriCorps program to operate for a second
year
