AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF $90,000 00 FOR THE PURPOSE OF FUNDING
THE FORT WORTH COMMERCIAL WASTE MINIMIZATION PROGRAM THROUGH A GRANT
FROM THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for
the Fiscal Year 1995-96 and in the Budget of the City Manager, there shall also be
increased estimated receipts and appropriations in the Grants Fund in the amount
of $90,000 00 for the purpose of funding the Fort Worth Commercial Waste
Minimization Program through a grant from the North Central Texas Council of
Governments
SECTION 2
Should any portion, section or part of a section of this ordinance be declared
invalid, inoperative or void for any reason by a court of competent jurisdiction,
such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect
SECTION 3
That this ordinance shall be cumulative of Ordinance No 12074 and all other
ordinances and appropriations amending the same except in those instances where
the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect and be in full force and effect and after the
date of its passage, and it is so ordained

SUBJECT GRANT APPLICATION FOR THE FORT WORTH COMMERCIAL WASTE MINIMIZATION
PROGRAM
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to submit a grant application to the North Central Texas
Council of Governments in the amount of 590,000 00 for the purpose of funding a
Commercial Waste Minimization Program, and
2 Authorize the City Manager to accept and execute the NCTCOG grant contract, if awarded,
upon receipt, and
3 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by up to 590,000 00 from increased revenue, pending
execution of the grant contract, and
4 Waive the collection of indirect costs, estimated for this program to be 514,759 00, based
on the current indirect cost rate of 27 47% for this department, and
5 Authorize the use of 514,759 00 in waived indirect costs as an in-kind contribution to this
contract
DISCUSSION
A grant application requesting funds to hire an Educational Coordinator to develop and implement
a "Commercial Waste Minimization Program" will be submitted The Coordinator will focus his
efforts primarily on CESO.Gs (small businesses that generate small quantities of hazardous
waste) These businesses usually lack the knowledge, skill, and capital needed to properly
manage and minimize hazardous wastes
The coordinator's responsibilities will include development of educational literature and seminars
on cost effective waste management strategies A 24-hour hotline will be implemented for
businesses to call in to get automated responses to commonly asked questions about waste
disposal A Small Business Recognition Program will be developed for those businesses that
voluntarily choose to implement waste reduction strategies in order to reach certain waste
reduction goals

PROGRAM
The North Central Texas Council of Governments will award this contract on a competitive basis
While the City is not required to provide a matching amount, it is the opinion of City staff that
by waiving the estimated indirect cost amount of 514,759 00, the probability of the City being
awarded this contract will be greatly enhanced The indirect cost amount can be shown as an
in-kind contribution to the program, leaving the full amount of the contract (590,000 00) for
program activities
The application requests 590,000 00 for salary, advertising, printing, mileage reimbursement,
and an automated phone system for the funding period from May 1996 through August 1997
FISCAL CERTIFICATION/INFORMATION
The Director of Fiscal Services certifies that upon approval of the attached appropriations
ordinance and execution of the contract, funds will be available in the current operating budget,
as appropriated, of the Grants Fund
