ORDINANCE NO.
AN ORDINANCE AMENDING PART 5 "INSPECTION AND TESTING FEES"
OF APPENDIX VII-B OF THE UNIFORM FIRE CODE OF 1991, BY
AMENDING SUBSECTION (b) "FIRE CODE," OF SECTION 13-2, ARTICLE I,
CHAPTER 13, "FIRE PREVENTION AND PROTECTION" OF THE CODE OF
THE CITY OF FORT WORTH, TEXAS (1986), AS AMENDED, TO PROVIDE
A REVISED SCHEDULE OF FEES FOR INSPECTION AND TESTING
SERVICES PROVIDED BY THE FORT WORTH FIRE DEPARTMENT,
PROVIDING A SEVERABII,ITY CLAUSE, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR
ORDINANCES IN CONFLICT HEREWITH, PROVIDING FOR
ENGROSSMENT AND ENROLLMENT OF THIS ORDINANCE AND
PROVIDING AND EFFECTIVE DATE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS
SECTION 1
Subsection (b) "Fire Code" of Section 13-2 "Same--Amendments," of Article I of Chapter 13
of the Code of the Crty of Fort Worth, Texas (1986) as amended, is hereby further amended by
amending Part 5 "Inspection and Testing Fees" of Appendix VII-B of the Uniform Fire Code of 1991,
constituting a local amendment to the Uniform Fire Code of 1991, to read as follows
5. Inspection and Testing Fees
A. Upon application for an installation certificate, the applicant shall be required to pay all inspection fees
associated with the installation or tenant fuush work as specified in this section or agree to have such fees
posted in a prearranged billing account with the Bureau of Fire Prevention to be billed monthly Account
balances shall be requu-ed to be paid within 21 days of billing date..
Fees:
Sprinkler Systems: Less than 20 sprmklers. $150 00 (no plans)
Up to 100 sprinklers $250 00
Over 100 sprinklers: $250 00 plus $50 00 per 100 sprmklers or
fraction thereof m excess of 100
With Fire Pump add. $250 00
With Foam add. $50 00
Each additional floor $40
Standpipe Systems: 1 - 3 users: $350 00
4 or more users $500 00
With Fire Pump add. $250 00

SECTION 2
This ordinance shall be cumulative of all provisions of ordinances and of the Code of t:he City
of Fort Worth, Texas (1986), as amended, except where the provisions of this ordinance are m direct
conflict v~nth the provisions of such ordinances and such Code, m which event conflicting provisions
of such ordinances and such Code are hereby repealed.
SECTION 3
It is hereby declared to be the intention of the City Council that the sections, paragraphs,
sentences, clauses and phrases of this ordinance are severable, and if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared unconstitutional by the valid judgment or
decree of any court of competent jurisdiction, such unconstitutionality shall not affect any of the
remaining phrases, clauses, sentences, paragraphs and sections of this ordinance, since the same would
have been enacted by the City Council without the incorporation m this ordinance of any such
unconstitutional phrase, clause, sentence, paragraph or section.
SECTION 4
The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this
ordinance by copying the caption m the minutes of the City Council and by filing the ordinance m the
ordinance records of the City
SECTION 5
This ordinance shall take effect and be m full force and effect from and after the date of its
passage, and rt is so ordained.

AND ORDINANCE AMENDMENT
It is recommended that the City Council
1 Adopt the attached amendment revising the current fee structure for inspection and testing
of fire protection systems, Ordinance 11389, the Fort Worth Fire Code, and
2 Authorize the City Manager to execute a contract with Carter & Burgess Engineering for
the review of fire protection plans at a cost not to exceed S 185,000
DISCUSSION
In response to the construction industry in the spring of 1995, the Fire Department initiated a
comprehensive study of the process used by the Bureau of Fire Prevention to review plans for
fire protection system installations A focus group consisting of fire protection contractors,
building owner representatives, private sector engineers and architects completed an evaluation
of the process Their recommendation was to contract with an engineering firm for plan review
services A Request for Proposal was developed and processed in accordance with City policy
and State law Evaluation of the proposals was conducted by three engineers and one architect
in different City departments Their unanimous recommendation was to award the contract to
Carter & Burgess Engineering
A request for waiver of M/WBE goals was approved by the M/WBE office for this project This
contract involves the purchase of services where subcontracting or supplier opportunities are
non-existent
The attached ordinance revises the current fee structure for inspection and testing of fire
protection systems The following table is a comparison of the current fee structure and the
proposed fees

The Director of Fiscal Services certifies that funds required for this contract are available in the
current operating budget of the General Fund No funds were budgeted for this purpose,
however, savings have been realized in payments to the delinquent tax attorney and will be used
for this purpose
