AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE CAPITAL PROJECTS RESERVE FUND AND IN
THE SPECIALLY FUNDED CAPITAL PROJECTS FUND I1V THE AMOUNT OF
$72,000 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING
DESIGN OF THE ANIMAL CONTROL CENTER, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES 11V
CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996/97 and in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Capital Projects Reserve Fund and in the Specially Funded Capital Projects Fund in the amount of $72,000 from
available funds for the purpose of funding Design of the Animal Control Center.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and
remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances
and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so
ordained.

SUBJECT ADOPTION OF APPROPRIATION ORDINANCE AND AGREEMENT WITH WADKINS
AND ASSOCIATES-ARCHITECTS OF FORT WORTH FOR THE DESIGN AND
CONSTRUCTION ASSISTANCE OF THE ANIMAL CONTROL FACILITY
RECOMMENDATION
It is recommended that the City Council
1 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Capital Projects Reserve Fund and in the Specially Funded Capital
Projects Fund by 572,000 from available funds, and
2 Authorize the transfer of 572,000 from the Capital Projects Reserve Fund to the Specially
Funded Capital Projects Fund, and
3 Authorize the City Manager to execute an agreement with Wadkins and Associates -
Architects, lnc , to revise the design, prepare construction documents, assist during bidding
and administer construction of the Animal Control Facility, for a fee in the amount of
572,000
DISCUSSION
Wadkins and Associates -Architects, Inc ,was retained as the project architect on March 7,
1989, for the design of an animal control facility The project was advertised on February 21,
1991 The Council decided on June 25, 1991, to reject all bids and negotiate a contract with
the Humane Society for the kenneling, euthanasia, and disposal of stray animals On September
25, 1996, the Humane Society notified the City that they would terminate their contract to
provide kenneling services effective October 1, 1997
In order to bid the project, the plans and specifications must be revised to update the design to
meet present programming requirements, address new accessibility requirements, provide an
additional quarantine area, and update the specifications
The architect has proposed to provide final design and services during bidding and construction
for a lump sum of 572,000
Wadkins and Associates is in compliance with the City's M/WBE Ordinance by committing to
17% M/WBE participation The City's goal on this project is 15%

FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that, upon the approval of the recommendations and
adoption of the attached ordinances, funds required for the design of this project will be available
in the current capital budget of the Specially Funded Capital Projects fund The cash balance in
the Capital Projects Reserve Fund, after this transfer, will be 58,548,269
