AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $253,123.00 FROM AVAILABLE FUNDS FOR THE PURPOSE
OF FUNDING THE JTPA TITLE IIA 5% SET-ASIDE OLDER INDIVIDUAL PROGRAM THROUGH A
GRANT FROM THE TEXAS WORKFORCE COMMISSION; INCREASING GENERAL FUND
APPROPRIATIONS BY $63,280.00 AND DECREASING THE UNRESERVED, UNDESIGNATED
FUND BALANCE BY THE SAME AMOUNT FOR INTERIM FINANCING OF COSTS FOR THE
PROGRAM; APPROVITIG THE TRANSFER OF THE $63,280.00 FROM THE GENERAL FUND TO
THE GRANTS FUND; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMiJI.ATT~IE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE TT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1995-96 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$253,123.00 from available funds for the purpose of funding the JTPA Title IIA 5% Set Aside Older Individual Program
through a grant from the Texas Workforce Commission.
SECTION 2.
That appropriations in the General Fund be increased by $63,280.00 and the unreserved, undesignated fund balance decreased
by the same amount, for the purpose of providing interim financing for the JTPA Title ]IA 5% Set Aside Older Individual
Program.
SECTION 3
That the funds appropriated in Section 2, above, be transferred from the General Fund to the Grants Fund pending execution of
a contract between the Texas Workforce Commission and the City After execution of said contract, a like amount shaI1 be
returned to the unreserved, undesignated General Fund balance.
SECTION 4
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a
court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or
parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 5
That this ordinance shall be cumulative of Ordinance No. 12074 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 6.
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

WORKFORCE COMMISSION
RECOMMENDATION
It is recommended that the City Council authorize the City Manager to
1 Submit an application fora 5253,123 00 grant with the Texas Workforce Commission
(TWC), accept the grant, and enter into a contract with TWC governing the City's
responsibilities in administering the grant money, in order to implement the Job Training
Partnership Act's (JTPA) Title IIA 5% Set-aside Older Individual Program (OIP) for the
program year beginning July 1, 1996 and ending June 30, 1997, and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by 5253,123 from available funds, and increasing
General Fund appropriations by 563,280 (one-fourth of the total OIP funds) and decreasing
the unreserved, undesignated fund balance by the same amount for interim financing of
costs pending approval and execution of the grant contract with TWC, and
3 Approve the transfer of 563,280 from the General Fund to the Grants Fund, and
4 Waive the 513,047 indirect cost
DISCUSSION
The City of Fort Worth has administered, since 1987, a JTPA program targeting individuals age
55 or older who needed employment and training assistance to be competitive for jobs in today's
workforce Program participants must be unemployed and meet income eligibility guidelines at
the time of application, be willing to invest their time and energy to gain appropriate employment
skills, and actively participate in job search activities The proposed 1996 program is designed
to serve 95 individuals
At the end of May 1996, a total of 104 individuals had received services from the program 37
have become employed at an average hourly rate of 57 11, and 42 are in occupational skills
classroom training/work experience training
The interim funding of 563,280 from the unreserved, undesignated General Fund balance is a
temporary measure that is designed to ensure the smooth transition from one grant funding
period to another Upon execution of the grant agreement with TWC, the interim funding will
be returned to the unreserved, undesignated fund

FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon approval and completion of this transfer and
adoption of the attached appropriation ordinance, funds will be available, in the current operating
budget, as appropriated, in the Grants Fund After completion of this transfer, the unreserved,
undesignated fund balance of the General Fund will be 529,083,710 Upon execution of the
contract with Texas Workforce Commission, the 563,280 will be transferred back to General
Fund
