FUNDING THE NEIGHBORHOOD ASIAN STOREFRONT/4 THROUGH A GRANT FROM THE GOVERNOR'S OFFICE OF CRIMINAL JUSTICE; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1995-96 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount 4 of $109,902 00 for the purpose of funding the Neighborhood Asian Storefront/4 through a grant from the Governor's Office of Criminal Justice ~; 'TION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect SECTION 3 That this ordinance shall be cumulative of Ordinance No 12074 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect and be in full force RECOMMENDATION It is recommended that the City Council 1 Authorize the City Manager to apply for and accept, if awarded, a grant from the Governor's Office Criminal Justice Division in the amount of 5109,902 (CJD 42, 179-City 67,723), and 2 Adopt the attached appropriations ordinance increasing estimated receipts and appropriations in the Grants Fund by $109,902 from increased revenues, and 3 Authorize the transfer of 567,723 from the Special Trust Fund to Grants Fund for the City's match DISCUSSION Each year, the Governor's Office of Criminal Justice funds projects for various law enforcement agencies throughout the State, based on grant applications submitted by the agencies Criminal Justice grant applications from agencies in the Metroplex area will be reviewed by the North Central Texas Council of Governments The Police Department is submitting the below described grant proposal Neighborhood Asian Storefront/4 One police officer, one crime prevention specialist, and one clerk-typist III will continue operating the storefront in the center of the Asian district to offer services which will result in the formation of a partnership between the residents and the police department to reduce crime The primary goals will be to provide a prominent location where residents can receive assistance, eliminate the language barrier between the department and the community, increase the reporting of crime through a lessening of fear and the establishment of trust, and increase the ability to identify and track Asian gang members Should this program be awarded, it would be in its fourth year of funding CJD would provide 40% of the funding, and the City of Fort Worth would provide 60% of the funding The project would be for a one year period beginning October 1, 1996, preapplication has been submitted to the North Central Texas Council of Governments in order to meet state budget estimate deadlines The North Central Texas Council of Governments will prioritize all grant applications and, shortly afterwards it will be known which projects can reasonably be expected to receive state funds The required matching funds for this grant will be budgeted for in the Special Trust Fund as part of the normal budget process FISCAL INFORMATION/CERTIFICATION The Director of Fiscal Services certifies that upon approval of the above recommendations and adoption of the
